CONTRACTS OFFICER
The Contracts Officer will provide contracting support to IMA HQ and program offices. S/he will take an active lead in reviewing, negotiating and finalizing all contracts. S/he will provide guidance on contract terms, conditions and compliance needs. S/he will review, advise and monitor various types of contracts from inception to closeout; including all phases of business development process and interface and negotiate with the grantor to help resolve contract issues.
Essential Functions:
1. Serve as primary point of contact and official representative of IMA on contractual matters.
2. Provide innovative solutions to complex contractual issues.
3. Provide risk identification and analysis for all contracts and solicitations.
4. Negotiate terms of contracts, subcontracts, and grants with minimum guidance.
5. Issue subcontracts and task orders, grants, and amendments, and address other subcontract and grant-related issues.
6. Provide post award administration of subcontracts, sub-task orders, sub-awards (grants), including, but not limited to modifications, realignments, and interpretation of terms and conditions.
7. Advise and outline contract compliance issues with cross functional and project teams.
8. Communicate policies and interpretations of regulations to provide clear guidance to the project teams.
9. Provide basic training to staff on contractual compliance issues.
10. Assists in preparation of RFPs for new business management and reviews medium complexity cost proposals for submission.
11. Assist the country team on budget realignments/ modifications to ensure compliance with existing terms and conditions, IMA policies and cost principles.
12. Perform due diligence to ensure cost/price reasonableness and compliance with applicable U.S. Government regulations and solicitations.
13. Possess the ability to work without supervision on complex issues.

Job Requirements:
1. Bachelor’s degree in Business Administration or related field (or 10 years equivalent experience).
2. Three to five years experience in contract and grants management and procuring goods and services.
3. Comprehensive working knowledge of US Government service-type cost reimbursable, T&M and fixed price contracts, grants management contracting procedures, regulations, policies, i.e. FAR, CFR, OMB Circulars is required. Prior experience with USAID in a contract
administration or project management is preferred.
4. Ability to research policies and apply concepts to solve day-to-day contract administrative issues.
5. Knowledge of accounting and financial reporting systems.
6. Proficient in MS Excel and Word.
7. Good organization and communication skills.
8. Willingness to work in a fast-paced environment.
9. Capable of managing numerous simultaneous projects.
10. Knowledge and demonstrated experience with MS Office package software applications with advanced skills using Microsoft Excel.
11. Good organizational, verbal and written communication skills as well as ability to multi-task are essential.
12. Must be willing and able to travel.
