Background:
DAI is currently seeking a dynamic Deputy Chief of Party (DCOP) to provide support on the ongoing USAID-funded project that is focused on decentralization, legislative strengthening, and civil society program in the Democratic Republic of the Congo. The primary aim of this project is to help local governments and communities develop the capacity and resources to meet citizen needs in an accountable and transparent manner. The Programme de Bonne Gouvernance is a five-year, $36M USAID-funded program to support civil society, legislative development, and decentralization in the Democratic Republic of Congo (DRC). The program is based in Kinshasa and operates at the national level, as well as through four provincial field offices.

Responsibilities:
The Deputy Chief of Party assists the Chief of Party in senior-level management of the project by overseeing operations and programmatic performance measurement.
Areas of responsibility and tasks include:

Operations and Management:
• Oversee the operations, financial, logistical, and administrative aspects of the project; specifically directly supervise the Operations Manager, and the Director of Administration and Compliance.
• Ensure that Operations support is adequate to the programmatic needs of the project. Assist in the development of tools and systems to facilitate operations
• With the Regional Activities Coordinator and through the use of coordination tools that have been developed, help ensure Operations staff stay attuned to upcoming activities and their role in supporting them
• Delegated signatory authority up to $2,500
• Serve as acting COP in the COP’s absence

Monitoring and Evaluation:
• Lead the monitoring and evaluation aspects of the program
• Develop the M&E plan and oversee its implementation, including quality control
• Oversee development of the Quarterly Reports
• Directly supervise the M&E Specialist

Duration of Assignment: One year

Required Qualifications:
• Minimum Master’s degree with at least six years of relevant work experience, or Bachelor’s degree with at least 12 years of relevant work experience;
• A minimum of three years direct responsibility for development and monitoring of Performance Monitoring Plans, preferably under USAID-funded programs.
• Ability to communicate effectively with all levels of staff and host-country counterparts
• Working knowledge of USAID operations policies and procedures is preferable;
• Strong planning and organizational skills;
• Editing and experience formatting in accordance with USAID Guidelines on Branding and Marking is preferable;
• Fluent French reading and speaking skills are required;
• Academic level of English reading, writing and speaking is required
