The Position
Since 1997, FOCUS in Tajikistan has been actively reducing the impact of disasters through natural disaster risk reduction and response programs. FOCUS' approach to disaster management in Tajikistan is centered on the utilization of geographic information systems (GIS) and risk modeling. These develop effective risk reduction methodologies that can be incorporated into the work of development organizations, government agencies and can direct FOCUS' work in providing structural and social solutions to potential disasters.
FOCUS is currently recruiting a qualified individual for the position of Senior Program Officer. This position will be based in the FOCUS' Dushanbe officer with regular travel to FOCUS' project areas, primarily in Gorno Badakhshan Autonomous Oblast (GBAO). This is a position, which will involve advising project teams, developing new project proposals, fund raising and representing FOCUS at conferences and workshops.
This position is for a period of 24 months.
The specific duties and responsibilities of this position are outlined below:
•Develop detailed project funding proposals (project objectives, components, timeframe, budget, reporting etc.) based on FOCUS' strategy and in consultation with communities, donors, the government and development partners
•Lead discussions with communities, donors, the government and development partners in securing project funds
•Advise Project Managers in successfully implementing FOCUS' larger projects through regular meetings and conference calls whereby ensuring quality assurance and meeting of deliverables
•Directly manage the implementation of all aspects of FOCUS' smaller projects
•Develop / review project narrative and financial reports
•Represent FOCUS at various national and international conferences and workshops
•Mentor the Tajik Program staff
•Other duties assigned by the Executive Officer
The Requirements
The ideal candidate will have the following profile:
•University degree (Masters) preferably in development studies, management or related area of study.
•Five ' Seven years of working experience - in disaster risk reduction and/or development is a plus
•Strong analytical skills
•Strong interpersonal skills particularly in negotiation and issue management
•Critical thinking and creativity
•Strong organizational/time management skills
•Strong communications skills and an ability to clearly and concisely present complex
•topics and issues to specialists and non- specialists alike
•Strong proposal and reporting writing skills
•Strong presentation skills
•Financial analysis skills
•Fluent in English. Familiarity with Russian and Tajik languages is not essential but would be a plus.
•Computer skills: MS Word, MS Excel, MS PowerPoint, e-mailing and internet browsing.
