Project/Proposal Summary:
The Good Governance Project is a USAID-funded program that will address different challenges facing governance at the local and national levels, and will offer public space for citizens of Georgia to engage with each other, with their elected officials, with the media, with civil society and with members of political parties. The project will run for 3.5 years, starting September 30th.

Position Summary:
The Director for the democracy engagement center component will be hired on a full-time basis.

Responsibilities:
? Manage and lead Component Three of the G3 program – democracy engagement centers;
? Liaise with international and domestic NGAs working in the area of civil society, media, political process and related fields in Georgia;
? Assist the coordinators of each center in everyday activities; provide required training and seminars to them in order to improve skills;
? Direct the development of event calendars for the centers in consultation with DECs’ managers and center coordinators, and be involved in events as appropriate;
? Monitor the allocation of meeting space for fairness and equity in usage to guard against partisanship;
? Required to travel extensively to all DECs sites within Georgia for project management and monitoring purposes.

Qualifications:
? Experience successfully directing complex and politically-sensitive programs, including working with political parties, media, NGOs, and/or local and national governments;
? Sensitivity to local political issues, and an understanding of how to balance competing political agendas; ability to withstand potential political pressure;
? At least four years of experience in international development, preferably with USAID programs;
? Skills in program planning, monitoring, and evaluation;
? Strong communication skills, including public speaking, reporting and writing;
? Strong conflict management and negotiation skills;
? Advanced degree in political science, public administration, business administration, international relations, or a related field.
? Program Manager for democracy engagement centers should have experience and knowledge in community mobilization, civil society development, cross-organization relationship building, outreach, and familiarity with political development in transitional countries.
? English language fluency required; Russian and/or Georgian language working knowledge desirable.
? Experience in media and political party development programs is desirable.
? Experience in the Former Soviet Union, and South Caucasus is desirable.
