Project/Proposal Summary:
The Good Governance Project is a USAID-funded program that will address different challenges facing governance at the local and national levels, and will offer public space for citizens of Georgia to engage with each other, with their elected officials, with the media, with civil society and with members of political parties. The project will run for 3.5 years, starting September 30th.

Position Summary:
The Local Government Program Manager will be hired on a full-time basis. It is desirable that the DCOP have experience in service delivery issues and training provision as well. The DCOP will be based in Tbilisi.

Responsibilities:
? Manage and lead Component Two of the G3 program - Promote More Responsive, Professional, and Engaged Local Governments;
? Assist the COP in overseeing all other components of the program especially as liaison to international and domestic NGOs working in the area of governance in Georgia;
? Represent the project at seminars and conferences dedicated to local government issues;
? Assist the COP in all reporting requirements;
? Manage agreements with sub-grantees/subcontractors;
? Required to travel extensively to regional project sites within Georgia for project management and monitoring purposes.
? Act as COP as required.

Qualifications:
? Master’s or higher degree in Political Science, Public Administration, Public Policy or other relevant field;
? At least six years of experience in international development;
? Professional experience in managing and implementing local governance or similar programs;
? Strong interpersonal skills to maintain good relations with partners, skills in program planning, monitoring, and evaluation; strong communication skills, including public speaking, reporting and writing;
? English language fluency required; Russian and/or Georgian language working knowledge desirable;
? Thorough knowledge and understanding, experience and knowledge in local governance, citizens’ participation, outreach to constituencies, and familiarity with specific challenges local governments face in transitional countries;
? Experience in the Former Soviet Union and South Caucasus is desirable. Strong skills in leading and planning LG training programs.
