General Functions:
Under the overall guidance of the Chief of Mission (CoM) in Sana’a, and under the direct supervision of the Programme Manager for the Yemen Stabilization Initiative (YSI) (also known as “Yemen Alata’a” (YA)), the successful candidate will be responsible for providing overall coordination of the field operations of the Yemen Stabilization Initiative / Yemen Alata’a Programme. Key responsibilities will include ensuring the successful development,
implementation and monitoring of the programme’s community-based, small grant initiatives in accordance with the overall objectives of the programme. The Field Coordinator will be responsible for the accountability of the grant implementation process at the field level, including contracting and service-delivery, community coordination, grant operations and reporting.
The Field Coordinator will form a part of the programme senior management team, with responsibilities for ensuring close coordination and integration of effort with the Grants Manager who is also a principle member of the programme senior management team. The Field Coordinator will also be responsible for reporting on the implementation of grant operations in accordance with the priorities established by the programme senior management team, and according to the established YA procedures.
The successful candidate will create or strengthen and maintain the necessary operational structures and inter-departmental processes, both within the YSI/YA programme office and between the YSI/YA programme and the IOM Mission, in order to ensure transparent and accountable grant development, implementation operations and reporting. Successful performance will result in a well-managed grant portfolio which delivers a flexible and quick response to community needs, and which contributes consistently to improving the strategic relationship between communities and the Government of Yemen.
In particular he/she will:
1. Oversee the daily operations and staff of the YSI/YA Field Operations Unit in Sana’a.
2. Be accountable for the transparency and quality of grant implementation activities at the field level, including contracted services and project committees at the community level.
3. Provide support, oversight and coordination to YA field teams, community groups and local government counterparts to ensure a rapid, consistent flow of grant ideas.
4. Coordinate with the YSI/YA senior management team, including the donor, on the selection and approval of grants identified by the field teams.
5. Work closely with the logistics, financial and procurement teams in the application of standard guidelines and procedures aimed at ensuring an appropriate, efficient and transparent use of funds.
6. Coordinate as required with the YSI/YA engineering team to ensure the technical quality of proposed, ongoing and concluding grant activities.
7. Provide regular reporting to the programme manager and the senior management team on all aspects of grant implementation, from grant identification and contracting, to financial reconciliation and close-out; maintain daily interface with, and provide relevant inputs to, the Grants Manager on the same.
8. Support the hiring and training of field staff for YSI/YA, as well as provide direction and operational guidance to the field staff, at the direction of the programme manager.
9. Be responsible for the safety and security of field teams, including ensuring that appropriate security information is regularly and appropriately disseminated to the senior management team and, as appropriate, to field staff in coordination with IOM's Staff Security Unit (SSU) and the Mission Security Focal point as / when required, in
close conjunction with the management of IOM Yemen and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements.
10. Monitor the political and security developments throughout the country, with a particular attention to areas of active and potential implementation of YSI/YA grants; provide regular analysis and discussion with the Senior Management Team of the same.
11. Seek to increase the communication and coordination of local Yemeni government officials with local community members and groups in the development of grant ideas and the implementation of YSI/YA projects.
12. Enhance and maintain project identification cycle methodology, including the identification and organization of community project support groups, and provide training to appropriate field staff on the same.
13. Represent the Yemen Alata’a Programme in various fora, and inter-agency gatherings convened to discuss coordinated responses to recovery and transition initiatives in Yemen In coordination with the Programme Manager.
14. Undertake the functions of Programme Deputy and, as required, the “Acting Programme Manager”, with responsibilities in support of the Programme Manager to include regular donor liaison, regular reporting to the Community Stabilization Unit in Washington, DC, and programme supervision in the absence of the Programme Manager.
15. Perform such other duties as may be assigned.
Desirable Qualifications:
Education and Experience
a) University degree in International Relations, Law, Political Science or a related field; b) eight years’ international professional experience, a majority of which will have been in Emergency and Post-crises settings; c) at least five years experience in communitybased and/or small-grants programming; infrastructure works, procurement and civil-society strengthening in a transitioning environment; d) a demonstrated record of management experience in positions of increasing responsibility; e) knowledge of IOM logistics, procurement and financial operations an advantage; f) thorough knowledge of United States Agency for International Development (USAID) programming and standard requirements, specifically with the Office of Transition Initiatives (OTI), is required; g) knowledge of the United Nations Department of Safety and Security (UNDSS) protocols, and experience working in a phase III (or above) security environments required; h) international experience in managing staff from diverse environments and backgrounds; i) strong knowledge and cultural understanding of the region; must be conversant on regional politics.

Languages
Fluency in English and Arabic is a requirement.
