BACKGROUND
Malaria No More is looking to expand its signature communications program – NightWatch into Nigeria. NightWatch aims to increase the utilization of malaria control tools, such as mosquito nets, in communities across Africa through a targeted communications campaign that airs nightly at 9 p.m. The idea is simple: broadcast a 30 second message -- with a signature sound and recognized local celebrities -- 7 nights a week through radio, television and SMS texting to remind people to sleep under their mosquito nets. The media campaign provides a scalable platform that serves as a great complement to community-based health communication efforts.

Malaria No More is conducting a scoping study to determine the best strategy and implementation plan for launching NIghtWatch in Nigeria sometime during 2013. Given the strategic importance of Nigeria in the malaria fight, Malaria No More will be doing a comprehensive study – understanding the current malaria landscape and how the NightWatch program could complement existing malaria control initiatives. Though the terms of reference are for a limited time, there is opportunity for long-term engagement based on the results of the scoping study and securing the necessary program resources.

TERMS OF REFERENCE
Malaria No More is looking for a short-term consultant (30 to 45 days) to help facilitate a scoping study in Nigeria, February, March and April 2013. The Consultant will be working closely with Malaria No More leadership in New York who will provide overarching guidance on the study scope and deliverables. MNM will also provide program context and supporting materials to appropriately facilitate the scoping study. MNM seeks a consultant who lives in Nigeria and can complement MNM resources in navigating logistics in Nigeria. Strong state and national government, business, health, and marketing networks are important, as well as a high-level understanding of the essentials of malaria control.

The Consultant will help make needed introductions to key stakeholders as well as provide an on-the-ground resource to do necessary coordination and follow up. The Consultant will also serve as the lead host for MNM leadership while in country.

In addition, the Consultant will:
• Help identify and coordinate necessary meetings with the National Malaria Control Program (PNLP) as well as coordinating agencies in select states;
• Coordinate and participate in key health partner meetings; document relevant information and support follow-up post meetings;
• Identify and coordinate select meetings with private sector to help identify potential support/investment in NightWatch program; document meeting discussions and formulate and support follow up steps based on discussions;
• Coordinate and lead select meetings with key media outlets; support “pitch” materials on the NightWatch platform; document meeting discussions and formulate and support follow up steps based on discussions;
• Work with MNM Research Manager to support coordination and selection of market research vendors to conduct focus groups; provide on-the-ground logistics support; help provide oversight and quality control of market research firm
• Help navigate and potentially connect MNM to possible Nigerian talent who might be candidates for NightWatch messengers for the mass media campaign; identify talent agents and help get meetings to present opportunity
• Overall, provide a local, Nigerian perspective in the scoping study approach; provide strategic counsel on how best to get things done; provide advice on cultural sensitivities and how best to effectively engage in various sectors of Nigerian society;
• Provide support in drafting proposals to potential NightWatch investors identified through the scoping study
• Support drafting of final report and recommendations to funder(s);

REQUIRED SKILLS AND DESIRED CREDENTIALS
• Minimum BS/BA degree; advanced degree in a related field preferred 6+ years experience in a project management role in Africa (may include business, marketing, or health)
• Nigerian national is desired who has lived and worked in Nigeria extensively and has a strong network of relationships
• Track record of success in managing a fast-paced multi-faced project that requires high levels of collaboration with partners
• High capacity for relationship management
• Demonstrated interest and experience working in health, development, or marketing fields
• Strong analytic skills
• Hard-working and energetic collaborator who creates trust, exudes credibility and elevates enthusiasm of all internal and external contacts
• Willingness to be a true self-starter and proven innovator
• Ability to work in a fast-paced, entrepreneurial environment
• Motivation at the prospect of working in a startup environment, with a passion to “roll up the sleeves” and dig in
• Excellent computer skills required, including Word, Excel, Outlook and Powerpoint.
• Superior oral and written communications skills in English required

LOCATION
Nigeria will be the primary location; willingness to travel within Nigeria during the scoping study and potentially to New York.

COMPENSATION: A daily consultant rate will be negotiated.
