URGENT OPENING – TEAM LEADER-PRODESS EVALUATION

ICF Macro is urgently seeking a Team Leader for an evaluation of health and social development plans in Mali from early February to late May.

Responsibilities

The Team Leader will be the head of a small team (4-5) of international consultants. He/She will be responsible for overseeing and coordinating the evaluation work of the international consultants to assure that the objectives of the study, including final deliverables, are fully met. The international consults will, in turn, oversee small teams of local consultants.

The Team Leader’s responsibilities include:
• working with the Government of Mali to identify and gather input from identified stakeholders via 2-4 workshops
• getting agreement on a research framework with the entities concerned
• putting together detailed implementation plans, with assistance from the international consultants and input from the government
• holding team meetings to develop a workplan and schedule and to assign duties for data collection
• outlining a structure for final data reporting
• producing a comprehensive and cohesive report that ties together the work from the various consultants

Requirements:

Skills desired for this position include:
• Proven experience in evaluations of medical and social development programs in in sub-Saharan Africa--including planning, implementation, data collection and reporting
• Demonstrated ability to manage a multidisciplinary team and collaborate with multiple parties and stakeholders,
• Previous work in or knowledge of the health system and information system of Mali (or similar Francophone African country)
• Demonstrable knowledge of the system of social development, social protection, interdependent economy and fight against poverty in Mali;
• Great communications skills (written and oral);
• Utilization of computer tools, certain essential software of work and Internet;
• PhD or MD in medicine or pharmacy-- preferably with specialization in public health and/or health economics; we may consider applicants with MA/PhD in economics, socio-economics, management with specialization in public health
• French language fluency necessary; some English desirable
