SME Finance Technical Director, Lebanon

We are currently seeking a long-term SME Finance Technical Director for an upcoming multiyear program in Lebanon. The project aims to increase private enterprise growth and investment while increasing agricultural productivity in various value chains and industries, including dairy, fruits, vegetables, horticulture and tourism. The position is contingent upon ACDI/VOCA being awarded the program.

The SME Finance Technical Director will stimulate access to finance by establishing partnerships with financial service providers (microfinance institutions, banks, etc.), as well as other actors in the value chain, such as small and medium-sized agricultural producers, input suppliers and buyers. These partnerships could include activities involving pre-harvest financing, investment, leasing, value chain financing, insurance and savings.

Responsibilities:
• Identify and secure investments for critical upgrades in selected value chains, to including agriculture and tourism
• Design and deliver training to financial institutions on innovative financing mechanisms and financial loan products
• Develop incentives and creative tools to buy down risk of financial institutions to encourage expanded provision of small-scale lending to SMEs and small-scale producers
• Facilitate structuring of debt and equity investments in targeted value chains
• Collaborate with interested financing institutions to facilitate access to debt and equity for business startups
• Conduct value chain finance and rural finance analyses

Qualifications:
• Minimum of a master’s degree in investment finance, microfinance, business administration and/or business management
• Minimum of 10 years’ experience in areas such as banking, financial analysis, microfinance, venture capital or investment banking, with at least 10 years’ experience in a developing-country context
• Proven experience in facilitating collaboration among agriculture and financial institution stakeholders
• Proven experience and ability to establish strong working relationships with senior governmental officials and to develop a network of contacts among international donors and investors, local business people, banking executives and NGO leaders
• Extensive experience with the SME sector, market linkages and value chain development programs with a focus on addressing systemic constraints to growth and competitiveness
• Demonstrated ability to collaborate, innovate and think systematically
• Strong communications skills (oral, written, and cross-cultural)
• Familiarity with USAID procedures and policies preferred
• Fluency in English required
• Previous experience in Lebanon preferred
