Position Title: Resource Mobilization & Planning Officer
Duty Station: Addis Ababa, Conflict Early Warning & Response Mechanism
(CEWARN) Office
Accountable to: Director, CEWARN Office
DUTIES AND RESPONSIBILITIES:
JOB SUMMARY;
Under the supervision of the Director of CEWARN, the Resource Mobilization & Planning Officer
is responsible to develop a resource mobilization strategy and related plan of action. Be able to
identify and exploit all possible means of resource mobilization, plan and negotiate partnership
agreement with donors.
The incumbent will also act as resource for all program staff, with emphasis on Conflict Prevention,
Management and Resolution (CPMR) program support, to enhance program design, monitoring &
evaluation and quality.
Resource Mobilization& Planning:
Identify, describe and justify partnership and project possibilities in connection with donor
priorities and funding opportunities;
Plan and take part in negotiations of partnership agreements with donor agencies;
Promote new and innovative financing mechanism towards achieving outstanding results;
Exchange information required for resource mobilization, project formulation and
implementation with the CEWARN staff, relevant stakeholders and partners;
Be able to think and implement innovative means of generating funds for the fulfillment of
the CEWARN mandates;
Be an expert in mass communication and apply marketing and promotional skills to sell the
idea that generates funds for the CEWARN mechanism program implementation;
Be able to comprehend development programs/projects and assist the CEWARN Director
and Program Staff in developing Project Proposals in focusing CPMR;
Be a team person, working closely with other staff of CEWARN Unit, CEWERU's, NRIs,
Stakeholders, Partners, Academic Institutions, NGO, CSOs, Local Peace Communities, etc
Monitoring & Evaluation:
Responsible in building M&E systems focused on data collection & analysis,
implementation of monitoring and evaluation exercises for programs/projects and impact
assessments.
Assist program officers to develop systematic and realistic monitoring plans that capture
quantitative and qualitative data reports;
Develop and maintain longitudinal analysis for program stakeholders to gauge program
impact;
Train CEWARN staff and partners on the logical framework, data management, data
analysis and results-oriented programming, basic surveying and sampling techniques,
monitoring and evaluation methods and principles and report writing techniques and
requirements;
Establish and implement the Regional Monitoring and Evaluation system and tools for the
ongoing review of CEWARN mechanism in the region, using approved indicators and
targets, to measure progress and make recommendations for improvement.
Build the capacity of the CEWARN staff in monitoring and evaluation. This includes
initiating, organising, participating in, and/or conducting training sessions and evaluation
workshops.
Assist the implementation of baseline and other surveys, such as project reviews, and midterm
and end-of-project reviews.
Assist the CEWARN staff in the revision of work plans and strategies.
Undertake any other reasonable duties as may be requested by the CEWARN Director.
Education & Experience:
Masters degree or higher in relevant studies (such as Social Sciences, Economics,
Development Studies, Political Science, International Studies and other related studies).
Minimum 5 years' experience related to the above duties and responsibilities
Experience with a proven track record in resource mobilization work, conducting
assessments and surveys, proposal development, program design, selecting indicators,
implementing monitoring plans, and data analysis.
Experience working with conflict prevention and resolution International/Regional
organizations is highly advantageous.
Skills and Abilities:
Good knowledge & skill in fund raising mechanisms and monitoring & evaluation activities
Strong analytical skills
Strong oral and written communications skills (both technical and diplomatic writing)
Ability to work effectively in teams
Ability to build and manage strong working relationships and foster open communications
among diverse stakeholders
Ability to priorities workload and demonstrate outcomes.
Ability to be flexible in responding to changing work priorities
Ability to use data management systems.
Ability to work in regional and multicultural settings.
Knowledge of:
The Intergovernmental Authority on Development (IGAD) particularly the Conflict Early
Warning & Response Mechanism (CEWARN).
Conflict situations and pastoral conflicts in the IGAD region.
Conflict Prevention, Management and Resolution (CPMR) activities.
Language requirements: Fluency in spoken & written English language is essential. Proficiency
in other languages like French or Arabic is an added advantage.
Tenure of Appointment: The appointment is for three years (3) years renewable subject to satisfactory

Remuneration: As per IGAD Secretariat Project Staff salary scale
Eligibility: The position is open to IGAD Member States nationals only.
