Position Title: Conflict Analysis Officer
Duty Station: Addis Ababa, Conflict Early Warning & Response Mechanism
(CEWARN) Office
Accountable to: Director, CEWARN Office
DUTIES AND RESPONSIBILITIES:
Summary;
Under the overall direction of the Director of CEWARN Office, the Conflict Analysis Officer is responsible
for data analysis and designing and/or recommendation of appropriate response options in conflict early
warning & response; and in Conflict Prevention, Management and Resolution activities. The Analysis
Officer shall;
Be the focal point officer for data analysis and designing/recommending of appropriate response
options.
In liaison with the Response Coordinator and National CEWERU's, develop a response framework
for the mechanism.
Monitor and analyze developments and dynamics in crisis situations.
Obtain & integrate structural and supplementary data for analysis.
On the basis of the information collected and classified by the Data Manager as well as more general
structural and behavioral data and/or information from the resource Centre, organizes the production
of conflict analyses and other Early Warning reports.
Identify and track spoilers - individuals and groups in a position to instigate and escalate conflict or
to undermine a peace process once it is underway.
Ensure the development of larger scale analyses based on trend lines.
Feed into the Data Manager categories in which information should be collected to improve conflict
monitoring, analysis and production of reports.
Ensure the creation of possible scenarios based on the conflict analysis studies.
Arrange the assessment of the merits and demerits of different types of Interventions relative to
various possible projected scenarios.
Arrange the analysis of existing and possible roles for interveners to prevent and mitigate violent
conflict.
Monitor and assess the value of various interventions and make appropriate recommendations to the
Director.
Provide needed material to the Director to support the reporting process
Assist the Data Manager with quality control and the production of CEWARN field reports.
Liaise with the Data Manager in undertaking control and verification of filed information.
Undertake any other responsibilities assigned by the CEWARN Director.
Education: Masters Degree in Political Science or related Social Science fields
Work Experience:
A minimum of 7 years of experience in related field of which 3 years is in Conflict Analysis or Peace
Research or a Conflict Prevention, Management & Resolution.
Knowledge of conflict situations and pastoral conflicts in the IGAD region.
Possession of published works.
Skills and Abilities:
Excellent interpersonal and communication skills:
Ability to successfully interact with a variety of people on different levels;
Proven writing skills: the ability to successfully write and edit professional documents;
Solid organizational skills: the ability to work productively in a fast-paced environment and the
ability to manage a multi-faceted workload under strict deadlines;
Flexible work attitude: the ability to work productively in a team environment & independently;
Ability to act with sensitivity and discretion while working with highly confidential information;
Computer skills: internet search engines, data retrieval services, MS Word, Excel.
Language requirements: Fluency in spoken & written English language is essential. Proficiency in other
languages like French or Arabic is an added advantage.
Tenure of Appointment: The appointment is for three years (3) years renewable subject to satisfactory
Performance and availability of project funding
Remuneration: As per IGAD Secretariat Project Staff salary scale
Eligibility: The position is open to IGAD Member States nationals only.
