SENIOR ADVISOR IN WATER AND SANITATION

SNV – the Netherlands Development Organisation – is an advisory organisation that promotes
market based solutions for the poor in 33 countries around the world. Our advisors, and the local
capacity builders we work with, deliver support to over 2,000 clients.

SNV DRC works in the agricultural, forestry and water and sanitation sectors in three
multidisciplinary portfolio teams of 10 core advisors per portfolio. Access to drinking water and
sanitation is one of the DRC government priority program called ‘5 chantiers’. This priority focus
is derived from the PRS document that fixed the objectives of bringing drinking water coverage
from 17% in 2005 to 49% in 2015 and the sanitation coverage from 10% to 45% in the same
period

The advisor will be responsible for the coordination of the development and implementation of
Capacity Development Services; through creation / improvement of capacities in local actors
(private, public and community sectors); development of the WASH supply chains, with a view to
integrating local private sector and the development of evidence-based knowledge that can be
used to upscale to a wider network in the country. S(he) will play an important role in PRM
because it is expected that funding from international aid will increase for the Wash sector in DRC.
Our positing in the sector is suitable for complementarities with main actors like UNICEF, EKN,
World Bank, Belgium Technical Cooperation, etc.

In 2011, we will deepen our partnership with UNICEF within the ‘Village et Ecole assainis
programme’ that ambition to deliver WASH services to 9 Millions of Congolese by 2012. This is
why SNV DRC is looking for a motivated and innovative senior advisor with strong professional
background in the delivery of water, sanitation and hygiene services in an urban and rural multiactor
context. The advisor is expected to use 50% of his (her) time to facilitate and lead the
regional WASH knowledge network and 50% of her (his) time to support WASH clients at national
and Kinshasa provincial level.

Responsibilities:
• The Identification of organisations that can work with SNV as Local Capacity Builders
(LCBs); include and steer these LCBs as clients and/or sub-contractors in the advisory
work;
• Provision of Capacity Development Services to sector clients at the national level to
support capacities to improve operations and maintenance and promote hygiene &
sanitation services
• Lead water point mapping and the establishment of sustainable water and sanitation
points across the provinces and support up-scaling of experience to a broader clientele;
• Co-ordinate the implementation of the UNICEF program across 3 portfolio teams using the
mulit-stakeholder approach;
• Provide content leadership to the SNV DRC WASH team and strengthen SNV Congo´s
knowledge base. Participate in key knowledge development activities for SNV Congo,
assure good documentation and dissemination. Participate in external and internal
networks that contribute to the SNV WASH program.
• Contribute to the development of approaches and practical tools in WASH for stimulating
Domestic Accountability;

Requirements:
• Education: Master’s degree (or equivalent) in Water, Sanitation and Hygiene or related
field.
• Minimum 8 years of proven track record in developing WASH supply chains with private
sector involvement and sanitation as a business at an international level in southern
countries or post-conflict countries in transition. Experience forging public-private
partnerships in the WASH sector would be an advantage;
• Working experience with knowledge management, Research, Analytical tools, Baseline
data collection in WASH related sectors,
• An appreciation of local governance & decentralization principles.
• Experience with rendering advisory and capacity development services and mainstreaming
gender and equity issues related to water, sanitation and hygiene
• Experience in resource mobilization and acquisition.
• Team player with strong networking abilities at the international level and resultsoriented.
With a client oriented attitude
• Strong intercultural, entrepreneurial and coaching skills
• Language: can communicate effectively in English (SNV’s corporate language) and French.
• Willingness to travel regularly to remote areas

Health services: good
Education: international schools available in both French and English
Security: SNV has an elaborate security plan in place in Congo but alertness in general is
required in practical daily life.
Accessibility: Daily flights to Europe and other parts of Africa from Kinshasa
Communication infrastructure: Telephone, fax, Internet/e-mail is satisfactory
Facilities: electricity and water are not available 24 hours long. Water tanks and solar panels are
used as an alternative.
Contract Duration: 2 years, with the possibility of renewal
Start Date: Ideally in December 2010

SNV Netherlands Development Organisation
SNV is a Dutch based international Development Organization that provides Capacity
Development Services to local institutions and organizations in more than 30 developing countries
in Asia, Africa, Latin America and Eastern Europe.
Started in 2004, SNV program in DR Congo is organized in 3 multidisciplinary portfolio teams of
about 10 core advisors each. The program is organized in three portfolios based in Kinshasa
Matadi (Bas-Congo Province) and Mbandaka (Equateur province).
SNV DRC focuses its work on poverty reduction through achieving impacts in two major impact
areas: (1) ‘sustainable and equitable Production, Income and Employment (PIE) and (2) access to
Basic Services (BASE). Our advisory services are focused on three sectors: Agriculture (value
chain development), forestry and Water and sanitation. Governance is an important cross-cutting
issue; Accountability, Sustainability, gender equity and social inclusion are key (good) governance
principles pursued by SNV within the sectors. SNV contributes to poverty reduction by providing
capacity development services to partner organizations at “meso” and national level in order to
improve their performance, so that they can make better deliberate choices, deliver appropriate
services to their constituencies (or members) and defend the interests of poor people.
Though most of the time described in the media as a ‘post conflict’ country with some marginal
spots of insecurity (mainly in the Eastern region), DRC can now be considered as a ‘normalized’
country, strongly engaged in the economic and institutional reconstruction process, with huge
poverty and capacity challenges at various levels. The Western part of the country where SNV
operates is free of war and violence for many years. Though still fragile, institutions are
functioning. The decentralization process is going on with the installation of local (elected)
governments at provincial levels. Elections at district level are foreseen in 2011. Public basic
services are recovering with the assistance of various donors. A vivid civil society sector (including
NGOs and media) is trying to complement the State in service delivery and is playing its ‘counter
power’ traditional role. Private investments are more and more occurring.
