CALL FOR EXPRESSIONS OF INTEREST TO PROVIDE CONSULTANCY SERVICES TO THE REGIONAL COMMUNITY BASED NATURAL RESOURCES MANAGEMENT (CBNRM) CAPACITY BUILDING PROGRAMME IN SOUTHERN AFRICA

WWF-World Wide Fund for Nature is the world’s largest independent conservation organization active in more than 100 countries on five continents. Our mission is to stop the degradation of the planet’s natural environment and to build a future in which humans live in harmony with nature by conserving the world’s biological diversity, ensuring that the use of renewable natural resources is sustainable and promoting the reduction of pollution and wasteful consumption.

WWF Zambia Country Office (WWF-ZCO) has received a grant from NORAD and WWF Norway to implement the third and consolidation phase of the Regional CBNRM Capacity Building Programme in Botswana, Malawi, Mozambique, Namibia, Zambia, and Zimbabwe. Part of these funds are being applied to the recruitment of consultants for various assignments.

The goal of the Programme is: ‘Improved rural livelihoods at the household level attained through sustainable management of natural resources by communities in Southern Africa’ and its purpose is; ‘CBNRM principles, policies and practices adopted as a mainstream strategy in Southern Africa for sustainable natural resource management in a manner that promotes equitable access to, use and management of natural resources’.

Short term consultants are required for the following assignments:

1. CBNRM and Climate Change (one regional consultant)
o Documenting the contribution of CBNRM to climate change adaption and mitigation in the region, consolidating findings from other relevant regional studies for dissemination and recommending the way forward.
2. CBNRM Performance Monitoring and Evaluation (PME) Capacity Building (one national consultant per mentioned in country)
o Supporting the setting up of CBNRM PME systems in Botswana, Malawi, Zambia and Zimbabwe with support from a regional technical advisor; including the identification of key stakeholders and developing a framework for information sharing)
3. User Guide: Leadership and Governance
o Coordinating the development and writing up of a generic User Guide on Community Based Organisation (CBO) Leadership and Governance
4. Development of Policy Bottleneck Paper
• Assessing policy related frameworks with respect to CBNRM to compare with earlier assessments, identify best practices, gaps and bottlenecks and make appropriate recommendations
