BACKGROUND


Shaping a sustainable future: The IUCN Programme 2009-2012 frames how IUCN will use the Union’s knowledge and networks to influence decision makers to secure a future for nature and better integrate biodiversity concerns into policies and practices of climate change, energy, development, human security, markets and trade. The IUCN Programme provides the global framework for IUCN’s work as undertaken by its Secretariat and Commissions working with Members and partners. This position is most closely aligned with enabling IUCN to deliver on Thematic Programme Area (TPA3).

The two global gesults of Thematic Programme Area 3: Naturally Energising the Future are:
• Global result 3.1: Energy policies and strategies mitigate the impact of growing energy demand on biodiversity.
• Global result 3.2: Ecosystem services that underpin sustainable and equitable energy are incorporated in energy policies and strategies.

Duties and Responsibilities
The incumbent plays a role in supporting the Head, Business and Biodiversity Programme in the development and implementation of IUCN’s work on Thematic Programme Area 3: Naturally Energising the Future. The position serves as the focal point for all energy-related matters in IUCN regarding policy, programme development, resource mobilisation and representation.

SPECIFIC DUTIES AND RESPONSIBILITIES
1.Vision and Leadership
Keep abreast of the global context for energy and ecosystems and provide a vision for IUCN’s work with energy;
Catalyze wider organizational interest and support for engagement in delivering IUCN’s mission and programme in relation to energy;
Maintain and build interest and confidence in IUCN as a source of credible advice and support for addressing biodiversity conservation challenges in energy and for raising performance standards in this regard.


2.Programme Development
Lead the development of IUCN’s Naturally Energising the Future Thematic Programme Area (TPA3) with Members, Commissions, Regional and Country Offices and other thematic areas;
Provide strategic direction to IUCN component programmes and regions (with members and partners) in building knowledge and understanding of linkages between energy systems, ecosystems and livelihoods and priority areas of work for their constituencies including:
- Giving guidance on appropriate results
- Advising on project portfolios which deliver on energy results
- Advising on cross-linkages with other component programmes, Members and partners;
Negotiate and oversee implementation of agreements and projects with component programmes for work relating to energy, ecosystems and livelihoods;
Promote within IUCN partnerships with interested organizations;
Lead contributions to the IUCN programme and policy on energy;
Ensure learning is documented as a basis for furthering IUCN knowledge, capacity, profile and influence;
Take part in the core group of the energy Thematic Programme Area.

- Fundraising
* Develop and implement a fundraising strategy for IUCN’s energy work;
* Guide the development of project portfolios related to energy;
* Support and conduct fundraising missions;
* Develop and test alternative mechanisms to finance energy coordination functions.

- Implementation
* Manage relevant projects;
* Oversee quality of project technical reports to donors;
* Represent IUCN in programme-relevant fora related to energy, ecosystems and livelihoods;
* Advise on issues relating to the development and implementation of IUCN’s work on energy, ecosystems and livelihoods;
* Review and assess reports on delivery of the energy portfolio;
* Participate as a member of relevant internal coordination groups.

- Monitoring and Evaluation
* Oversee the establishment and implementation of a robust Monitoring and Evaluation framework for the work area;
* Review “output to result” level financial tracking (including leverage) on a trimestrial basis for core Thematic Programme Area funds allocated to component programmes.


3.External Communications and Knowledge Management and Learning
Oversee the development of a communications/knowledge sharing platform for energy, ecosystems and livelihoods.


4.Policy development
Develop IUCN’s positions on energy
- Engage relevant groups in the process of establishing priorities for IUCN’s policy work on energy;
- Mobilise practical experiences on energy, ecosystems and livelihoods to inform policy discussions and decisions;
- Keep stakeholders informed of relevant policy developments;
- Facilitate engagement in relevant energy policy agendas;
- Represent IUCN in policy fora related to energy, ecosystems and livelihoods;
- Report on the implementation of energy-related Resolutions from IUCN Congresses.


REQUIREMENTS
•Master’s degree or above in energy management, environment or sustainable development related field.
•10-15 years’ experience in a field related to energy and/or environment with proven networks, including the private sector.
•Excellent managerial, interpersonal and team building skills.
•Demonstrated skills in analysing trends in existing and emerging markets, identifying and understanding linkages across disciplines (e.g. environment and energy systems), and communicating complex issues concisely.
•Programme and project management experience.
•Knowledge and experience of strategic planning, policy, project/programme cycle management, and performance management;
•Ability to work with and prioritise competing demands.
•Advanced knowledge and skills in the use of relevant computer programmes
•Fluency in written and spoken English and preferably one or more of IUCN’s other official languages (French and Spanish).
SALARY
The gross annual salary for this position is in the range from CHF 117'120 to CHF 146'400, subject to deductions for social security contributions and second-pillar pension, and before tax.
