Position: Interim HR Advisor
Department: HR

Works with: Regional Programme Managers, Regional Programme Officers, Health Advisers, Country Directors
Grade : C
Duration: 6 months
Start date: ASAP
Salary : £29,000 - £31,000 per annum (pro-rata)

Department
The human resources team provides high standard advice, guidance and support on all human resources issues for Head Office and international staff. Our objective is to recruit, develop and retain high quality staff to enable Merlin to deliver excellent programmes with the best possible outcomes for beneficiaries. We are currently leading on a number of initiatives to further improve our ability to deliver these objectives.

Main purpose of the role
To be responsible for providing a professional and effective human resource service for managers and staff in a portfolio of countries, and to provide advice to country management teams on local staff employment. This role is also responsible for reviewing and improving HR policies & procedures, and for leading on specific HR projects and initiatives. .

Overall Objectives (scope)
• Manage the recruitment process for all international staff within the country portfolio
• Provide specific advice and guidance to managers and employees on a variety of HR issues
• Design, develop and implement HR policies and procedures to ensure legal compliance and best practice
• Lead specific HR projects and initiatives
• Maintain and develop HR information systems and processes
• Manage a small team

Responsibilities

Recruitment and Selection

• To co-ordinate and support all aspects of the recruitment and selection process of international staff, in liaison with line managers, other Head Office departments and field teams, ensuring that Merlin’s recruitment process and good practice is carried out in all recruitment and selection activity. Specific responsibilities include job description development, recruitment planning, advertising and short-listing, selection interviews and tests, job offers, salary calculations and issuing contracts.
• To keep updated with relevant new recruitment sources and propose improvements to processes and selection tools to ensure that the recruitment process meets current and future organisational needs.
• To work closely with HR colleagues to ensure a coordinated approach to recruitment throughout the organisation, ensuring effective forward planning and awareness of available staff resources to fill vacancies.
• To develop and maintain accurate and relevant recruitment statistics using the HR database to enable identification of key trends and solutions.
• To organise and participate in recruitment marketing activities in the UK and Europe, including formal presentations to large groups of potential overseas staff.
• To coach and train all staff involved in recruitment on best practice and equal opportunities.

Policy and advice

• To advise and coach Line Managers and staff on Merlin’s HR policies and best people management practices including appraisal, staff development, discipline and absence in accordance with Merlin policies and legal requirements
• To monitor appraisals and advise Country Director/Line Managers on performance management issues.
• To advise on staff development opportunities identified in appraisals in conjunction with the Learning & Development Manager
• To ensure that the Merlin’s Field Staff HR policies, practices and processes are reviewed and updated regularly ensuring that they are fit for purpose and consistent with external good practice and legal requirements.
• To carry out inductions and exit interviews for overseas staff within the country portfolio, identifying key trends and ensuring that other departments are aware of issues requiring improvement.
• To lead on specific projects as directed by the HR Director
• In collaboration with the Learning & Development Manager, to contribute to the design and delivery of HR training
• To maintain ongoing communications with overseas staff to pro-actively advise them of future job opportunities within Merlin.
• To contribute to the development of Merlin’s Human Resources strategy, Annual Plan and policies

Management and organisation

• To manage and support the performance and development of the Recruitment Officer and HR and Travel Assistant to ensure the provision of an efficient and effective service
• To ensure ongoing update of the HR database and filing system for all staff in the country portfolio and produce reports as requested by managers and the HR director
• To provide information required for payroll input and check the monthly payroll information prepared by the Recruitment Officer.
• To actively participate in the Wider Management Group in the Head Office and contribute to cross-departmental initiatives

General

• To proactively propose changes to systems and procedures to improve the efficiency of the department.
• To maintain awareness of developments in the HR practice and employment law and contribute to information sharing and continuous professional development within the HR team, analysing/advising on implications for Merlin.
• To maintain and develop good relationships with similar organisations in the sector, with ongoing dialogues concerning policies and trends.
• To attend internal and external meetings as a representative of the Human Resources Team as and when required.
• To carry out HR field visits as required.(2 or 3 short trips per year) & to attend the information evening held in Head Office on the first Wednesday of every month.
• To be part of an emergency rota responding to out-of-hours HR issues.
• To cover for absences in the HR department, and undertake any other reasonable duty commensurate with the post as requested by the HR Director.

Person Specification


Essential

Qualifications, experience and competences
• CIPD part-qualified
• Experience of providing an HR service to a multi-site operation
• Good working knowledge of current UK employment law
• Strong experience of providing a broad range of high quality HR policy advice (including disciplinary and grievance) to managers and staff
• Strong experience of managing and undertaking a high quality high volume recruitment process
• Strong experience of developing and implementing HR policies, procedures, and projects
• Strong experience of dealing with complex employee relations issues
• Strong experience of developing and communicating HR management information
• Good experience of undertaking and supervising payroll
• Excellent written and spoken English
• Confident user of MS Office, and HR databases
• Staff management experience
• Excellent interpersonal and consultative skills, including the ability to communicate, present, negotiate and influence a variety of audiences
• Experience of establishing strong working relationships with colleagues from different functions and cultures
• High level administrative and organisation skills and attention to detail
• Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines
• Experience of proactively identifying and addressing issues
• An understanding of and commitment to Merlin’s values, in particular equal opportunities
• Ability to work occasional evenings and weekends and to carry out HR field visits as required.(2 or 3 short trips per year)

Desirable
Qualifications, experience and competences
• Experience of working overseas in development or relief
• Experience of working for an International Non Governmental Organisation (INGO) in the development/humanitarian sector
• Knowledge of international HR practices & issues
• Knowledge of health sector
• Experience of designing and delivering training
