Purpose of the Position
Under the direction of the Representative, this post establishes and manager the Field Office set up and programme scale up within Cotabato, Mindanao, Philippines. The post holder would be responsible for the establishment, planning, implementation, monitoring and evaluation of emergency project activities.
Key Expected Results
1. Establishes programme workplans, monitors compliance and provides training, support and guidance to the programme team in order to meet objectives. Identifies human resources requirements and ongoing staff development needs.
2. Approves and monitors the overall allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated in accordance with the Programme Budget Allotments (PBA). Takes appropriate actions to optimize use of programme funds.
3. Represents UNICEF in meetings with senior government officials as well as multi-lateral and bi-lateral agencies, to advocate and promote UNICEF programme goals and objectives and communicate with major partners on organizational policies. Participates in tripartite and other meetings with ministries responsible for programme/project development and reviews, and follows up on the implementation of recommendations and agreements.
4. Assists in the coordination of cluster activities and programmes as well as in the coordination of the joint donor monitoring missions for capacity building projects.
5. Maintain appropriate humanitarian coordination mechanism. Ensure appropriate coordination between all humanitarian partners as well as national authorities and local structures. Ensure full integration of the IASC’s agreed priority cross-cutting issues. Secure commitments from cluster participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within each cluster, with clearly defined focal points for specific issues where necessary.
Qualifications of Successful Candidate
Advanced university degree in Social Sciences, Health, Nutrition, or other related field.
Eight years of relevant professional work experience preferably with responsible experience in programme formulation, planning, management, and evaluation. Background/familiarity with emergency and security. Experience with UNICEF an asset.

UNICEF programme policy, procedures and guidelines in the Manual.
Mid-Term Strategic Plan (MTSP)
Fluency in English and other UN language. Working knowledge of Pilipino an asset.
