Water Supply Engineer, Dhaka Water Supply Project, Bangladesh
We are currently looking for a qualified Team Leader and Deputy Team Leader/Water Supply Engineer for our ongoing 5-year ADB-funded Water Supply Project in Dhaka, Bangladesh.
Project Brief:
The Project, which commenced in August 2009, covers Consultancy Services for the Design, Preparation of Contract Documents, Contract Administration and Supervision of Works for the rehabilitation and extension of the water supply networks (approximately 3.500 km within Dhaka City) and the rehabilitation of and construction of new overhead water reservoirs in Dhaka, Bangladesh. The project will reach approximately 6 million people, having a budget of around USD 200 million, and a total duration of 5 years. The client for the Project is the Dhaka Water Supply and Sewerage Authority (DWASA).
Requirements:
1. Team Leader (International)
The Team Leader will be responsible for overall management and implementation of the Project. The Team Leader will be in charge of all other consultants, including the timing of their inputs and the quality of their outputs, liaise with the DWASA PMU on a day-to-day basis and with ADB. With each consultant he/she will prepare and supervise a work plan. Once a week the project he/she will hold a project progress meeting with the project team and with the DWASA to review progress on all fronts and resolve constraints. The Team Leader will be responsible for all reporting on the project in a timely manner. He/she will be responsible for updating the project schedule as per the critical path method of construction management.
The position of the Team Leader will require a Degree in Engineering (Civil/ Water Resource Engineering) plus at least a Masters or equivalent in Water Supply Engineering / Project Management / Development Management. The successful candidate ought to have at least 20 years experience in planning, design and implementation of large-scale water supply projects, preferably rehabilitation of water transmission and distribution mains. Among the stated 20 years, he/she must have at lest 5 years experience as Team Leader, and a minimum 10 years experience in developing countries, preferably in South or South East Asia. He/she must have demonstrated skills in human resource management. Finally, the successful candidate should also have experience on donor funded, and preferably ADB-funded, projects.
We are looking a candidate to fill the position of Team Leader as soon as possible. The position is full-time through August 2014.
Candidates for the Team Leader position are kindly requested to provide references for a minimum of three recent clients.
2. Water Supply Engineer / Deputy Team Leader (International)
The Water Supply Engineer / Deputy Team Leader will be responsible for the overall planning, design, procurement (ADB forms for Design-Build), contract management and supervision of the Project, including identification of replacement, rehabilitation and new construction of the facilities. He/she will train and supervise the national supervision specialists who will ensure quality of construction. The Water Supply Engineer / Deputy Team Leader must at all times be fully conversant with the activities of the whole team and liaise closely with the DWASA team and contractors. Contract and claims management activities are expected to take up a significant part of his/her time during the 3 years of actual implementation where 10 works contracts each with a value of more than USD 20 million will be running concurrently.
The Water Supply Engineer/ Deputy Team Leader shall have a Degree in Engineering (Civil/ Water Resource Engineering) plus at least a Masters or equivalent in Water Supply Engineering / Project Management / Development Management. The successful candidate will also have 15 years’ experience in water supply engineering, which must include rehabilitation of pipes using trenchless (no-dig) technologies, and 10 years of experience from developing countries.
