Deputy Representative, P-4, Monrovia
Purpose of the Position
Under the general supervision of the Representative, you will be accountable for leadership and managerial guidance on policy direction and programme initiatives. You will also be accountable for programme coordination, and management of all phases of programme formulation, planning, design, implementation. The Deputy Representative provides leadership and strategic direction in the planning, formulation and implementation of the Country Programme and its activities in line with national development priorities, and the UN Development Assistance Framework and Delivering as One. In addition, you will be accountable for administration of the total programme commitment of a small to medium size country office with a broad range of projects, consistent with the organization’s goals, strategy, and priorities.
Key Expected Results
You will provide effective leadership and managerial guidance and coordination to ensure the achievement of programme goals, the implementation of the Liberia Country Programme and its activities promoted in line with national development priorities, and the UN Development Assistance Framework.
You will ensure that country programme management is fully supported by effective knowledge management and system.
You will ensure that the Situation Analysis is prepared/updated, that critical programme intervention points, measures or adjustments are identified and that programme work plans and recommendations are prepared and incorporated.
You will ensure that a Rights-based and Results-based management approach is fully incorporated into all phases of programme and project programming, and the value and quality of programme/project strategy and implementation are enhanced effectively.
You will ensure that programme efficiency and delivery are improved through effective programme planning, monitoring and evaluation.
You will ensure that UNICEF programme evaluations are effectively conducted in compliance with the established UN quality standards and the results are disseminated in a timely fashion to stakeholders in order to improve programme performance.
You will ensure that the commitment and institutional capacities of the national and local partners are effectively gained and promoted.
You will ensure that a rights perspective and advocacy at the national, community and family levels are incorporated into policy analysis for establishing and elevating UNICEF’s credibility in the Liberian and international policy debates.
You will ensure that effective advocacy, communication and networking are achieved through partnership and collaboration.
Qualifications of Successful Candidate
Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Social Development, Development Planning, or other relevant disciplines.
Eight years of increasingly responsible relevant experience in the area of development programme management, UN System Field experience in strategic programme management in international development. International and Developing country work experience.
Background/familiarity with Emergency programme implementation.
Rights-based and Results-based approach and programming in UNICEF.
Integration and synthesis of various cross cutting programme activities.
International development programme policy, procedures and guidelines.
Fluency in English and another UN language
