Project/Proposal Summary:

The USAID-funded Justice Sector Support Program is a five-year judicial administration, accountability and access to justice program in Cote d’Ivoire. This program will develop training and capacity-building for key judicial actors (judges, magistrates, court clerks, judiciary police investigators, prosecutors and state defense attorneys), improve case management systems, strengthen the office of the inspectorate, and expand access to the formal legal system through community-based legal education and access to public funds for legal defense. Key institutional partners will include the Ministry of Justice, National Judicial Training Institute, National Police Academy and Inspector General of Judicial Services.

Position Summary:

MSI is seeking an experienced Senior Program Manager for the development and implementation of the civil society and legal aid components of this project. Reporting to the Chief of Party, the Senior Program Manager – Legal Aid and Public Awareness is responsible for the overall development and implementation of a sub-grants legal aid project that would improve access to justice for marginalized communities in conflict-affected areas through increased legal aid assistance and improved advocacy and public awareness campaigns. The position will be full time for the duration of the project.

Responsibilities:

• In conjunction with the Chief of Party, lead development and implementation of the civil society and legal aid sub-grants components of this project.
• Manage the selection and administration of sub-grants to NGOs and legal aid service providers for the provision of pro bono legal services and implementation of civil society advocacy campaigns.
• Work closely with local NGOs, legal aid partners and other project stakeholders and technical assistance projects to coordinate and implement advocacy and public awareness campaigns and policy/legal reform programs.

Qualifications:

• Degree in a relevant subject is required; degree in law is preferred.
• Minimum of five years’ experience working on donor-funded legal aid, civil society advocacy, access to justice and/or legal policy reform projects.
• Demonstrated experience implementing legal aid, civil society advocacy and public education campaigns, or policy and legal reform programs.
• Previous experience managing and implementing civil society projects with sub-grants.
• Developing and maintaining civil society or legal aid networks.
• Professional fluency in English and French is required.
