The Transparency International Secretariat in Berlin is seeking a highly motivated professional for the position of:
Knowledge and Stakeholder Services Director

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

The Knowledge and Stakeholder Services Department is a key part of the Research and Knowledge Group at the Transparency International Secretariat, and is responsible for knowledge gathering, knowledge sharing and the creation of learning channels across the Transparency International movement and beyond. The Department’s work is key to TI’s policy development on corruption and related governance issues, enabling evidence-based advocacy efforts for both TI-S and the TI national chapters.

Main functions:

Working in close collaboration with the Group Director, the Knowledge and Stakeholder Services Director leads the Knowledge and Stakeholder Services Department and is responsible for developing and delivering service-orientated programmes that focus on knowledge sharing and learning.

The Department delivers one of TI’s key strategic programmes, Anti-Corruption Solutions and Knowledge (ASK). The ASK Programme consists of on-demand research and knowledge services to TI National Chapters and stakeholders, including a Help Desk for the TI movement; systematic learning from TI-wide research and practice, including extensive engagement with the research community; and the development of an accessible, user-driven knowledge base on what works to measure, diagnose and stop corruption.

In addition to driving the Anti-Corruption Solutions and Knowledge Programme, the Knowledge and Stakeholder Services Director will oversee development of a Business Integrity Programme, together with the TI private sector team. The Business Integrity Programme will support TI National Chapters in engaging with the private sector, promoting the enforcement of corporate anti-corruption commitments. It will also provide the opportunity for new collective action initiatives and partnerships for TI’s private sector work and identify the most important anti-corruption issues for TI to pursue in the context of financial system reform and financial integrity.

Terms of appointment:

Reporting lines: Reporting to the Group Director for Research and Knowledge
Location: Berlin, Germany, with moderate international travel
Starting date: As soon as possible
Duration: Two years, with possibilities for extension


Responsibilities:

• Lead and manage the team responsible for knowledge sharing, knowledge services and policy development
• Use TI and other research results to promote learning about corruption and the interventions to stop it, contributing to a culture of learning across TI
• Oversee the development and delivery of the Anti-Corruption Solutions and Knowledge Programme
• Oversee the development of the Business Integrity Programme
• Demonstrate a flexible service-orientated approach to the knowledge needs of a variety of TI stakeholders, especially TI national chapters, in line with the aims of the TI 2015 Strategy
• Identify key linkages with leading universities and policy institutes, including the development of anti-corruption teaching and training opportunities
• Ensure evidence-based TI policy development and advocacy approaches
• Network with key policymakers, business people, think-tanks, opinion-formers and academics working in the field of anti-corruption and governance
• Represent TI in conferences, media, and other relevant settings
• Secure funding for departmental work and contribute to TI-wide fundraising efforts


Knowledge, experience and skills:

• Advanced university degree or professional qualification in social science, public policy or administration, international law, economics, management, or another relevant field;
• Extensive work experience managing knowledge programmes in the NGO sector and/or a networked organisation,
• Proven track record of knowledge-based work in the governance and anti-corruption field and related public policy discourses, including familiarity with relevant international academic and research networks
• Strong analytical, strategic and integrative thinking
• Familiarity with online tools and the uses of technology for knowledge management and networking,
• Familiarity with the use of monitoring and evaluation for learning purposes
• Proven supervisory and leadership skills to manage a diverse, multicultural team
• Significant programme management experience, in an NGO an advantage, including financial management and budgeting skills
• Experience with capacity development inside NGOs an asset
• Excellent people skills, demonstrated ability to establish partnerships with other organisations/stakeholders;
• Outstanding communication skills.
• Political and cross-cultural sensitivity;
• Track record of fundraising success
• Fluency in written and spoken English; additional languages, especially French and Spanish, an advantage
