TRAFFIC VACANCY ANNOUNCEMENT

TITLE: Development and Evaluation Officer
LOCATION: Cambridge, UK
REPORTS TO: Programme Development and Evaluation Co-ordinator, TRAFFIC International
DURATION: Full-time fixed-term appointment for a period of 18 months
SALARY RANGE: £28,000 to £32,000 per annum

TRAFFIC is seeking an experienced Development and Evaluation Officer to assist with network programme and funding development. The Development and Evaluation Officer is based in TRAFFIC International in Cambridge, UK. The Development and Evaluation Officer is supervised by the Programme Development and Evaluation Co-ordinator. This is a fixed-term position for a period of 18 months, with the possibility to extend.

BACKGROUND
TRAFFIC, the wildlife trade monitoring network, works to ensure that trade in wild animals and plants is not a threat to the conservation of nature. TRAFFIC actively monitors and investigates wildlife trade and provides information to diverse audiences worldwide as a basis for effective conservation policies and programmes.
The organization was founded in 1976 and has grown into an international network, with more than 25 offices worldwide, organized in eight regional programmes. TRAFFIC is a joint programme of WWF and IUCN.

CHARACTERISTIC DUTIES:
• Provide technical guidance and training on the design and development of project funding proposals
• Monitor, evaluate and report on programme-level performance and impact
• Lead and support efforts to strengthen project cycle management

SPECIFIC DUTIES:

Funding development
• Develop and implement capacity building programme to strengthen project design, budgeting and associated proposal
development skills at thematic and regional levels
• Undertake technical reviews of project proposals and provide guidance on proposal development
• Support donor liaison and programme marketing by identifying programme highlights, successes, etc. contained within

Monitoring and evaluation
• Contribute to development of TRAFFIC’s global programme strategy, with a particular focus on associated monitoring and evaluation
• Co-ordinate global programme monitoring and evaluation processes for TRAFFIC, including refinement of associated planning and reporting formats and bi-annual compilation and analysis of results
• Prepare performance and impact reports for TRAFFIC’s governance bodies, management team and partners on an annual basis

OTHER RESPONSIBILITIES
• Work with the TRAFFIC Management Team to develop and support use of effective project cycle management tools and approaches
• Play a role in preparations for meetings of the network’s governing body, the TRAFFIC Committee, the TRAFFIC

Management Team, and staff
REQUIREMENTS:
• Bachelors degree or above in a relevant discipline
• Solid understanding of conservation and development issues as these relate to use of natural resources, with significant experience working in a related field
• Successful track record in designing projects and developing funding proposals for government donors
• Proven experience in project and programme level monitoring and evaluation and project cycle management,
including planning and implementation of monitoring and evaluation systems and knowledge of current trends
• Demonstrated ability to design and deliver successful capacity building programmes, and motivate the uptake of lessons learned
• Enthusiasm, creativity, and strong ability to motivate and work co-operatively with others both in an office situation and remotely, with respect for and sensitivity to multi-cultural approaches
• Excellent oral and written communication skills. Fluency in English. An ability to work in French and/or Spanish a strong advantage
• Adept at using Microsoft Office, electronic communications technology and planning software
• Willingness to travel world-wide and to work under pressure
• Eligible to work in the United Kingdom

SUPERVISION: The Development and Evaluation Officer does not directly manage any other staff positions.
