PSO/ CSO PROGRAMME OFFICER: TERMS OF REFERENCE
Background
TradeMark East Africa (TMEA) is a new organisation that has resulted from a two year consultation and
appraisal process with a wide range of partners and stakeholders in East Africa. The objective is to provide a
mechanism for delivering significant strategic support to the EAC’s regional integration (RI) process and the
objectives set out in the EAC’s Development Strategy 2006‐2010. This is consistent with the Africa Union’s
vision of working towards an African Economic Community.
The TradeMark East Africa strategy document defines its goal as “increased growth and poverty reduction in
East Africa” and its purpose as “greater regional integration and trade competitiveness in East Africa”. The
purpose of the regional PSO/ CSO programme is to strengthen private sector & civil society analysis, inputs and monitoring of East African regional integration. Being successful requires that PSOs and CSOs have, or can develop, advocacy competence and institutional capacity. It requires improved access to information and it almost certainly requires greater collaboration, since failing to speak with one voice will weaken their position.
The regional programme will primarily provide grants to PSOs and CSOs working together at regional level
to undertake research and to develop policy position papers;
to participate in national or EAC public private dialogue;
to undertake advocacy activities;
to bring people together from around the region as part of a process of research or developing policy;
to acquire computers, develop websites etc and to develop other means of information dissemination
where they can demonstrate a need to improve access to and dissemination of information.
The values on which the work of the programme is based are transparency, accountability, integrity,
partnership and desire for effective regional integration.
Objectives
The Programme Officer will be expected to assist the Regional Director in implementing a 4 year regional
programme which includes:
Assisting PSOs and CSOs to engage effectively in the process of regional integration through the
promotion of public private dialogue across a broad range of MDAs, PSOs and CSOs;
Ensuring the provision of capacity building and training to PSOs and CSOs for research and advocacy to
seek changes in public policy;
Supporting the establishment and efficacy of regional resource centres;
Supporting the process of regional monitoring of implementation;
Supporting the East African Business Council (EABC), the East African CSO Forum and the facilitation of
issue‐based clusters at the regional level
Contributing to the development and implementation of a communications strategy intended to raise
awareness of the issues arising from regional integration
Developing and managing a regional integration research programme (through commissioning an
independent research institute and establishing an advisory group)

Stakeholders
The key stakeholders are the private sector and civil society in East Africa, DFID, DANIDA and other DPs as potential collaborators, BAF, BEST‐AC and TMEA at country and regional levels.
Scope of Work/Deliverables
The Programme officer will be responsible for supporting the delivery of the 3 year regional programme for
the private sector and civil society, including but not limited to:
Working with TMEA’s PSO/ CSO Regional Director to finalise the programme of engagement, to prepare
detailed 3 month and 3 year work plan and to finalise and monitor the budget
Providing day to day support to the Regional Director, ensuring good lines of communication with TMEA
programmes and offices, optimising resources by coordinating and collaborating with country offices and
the EAC Secretariat
Supporting the regional director in rolling out programmes and developing appropriate project planning
and implementation mechanisms and systems for all projects:
Promoting the availability of support – administering the CSO & PSO portfolio, working closely with and monitoring potential applicants and recipients of financial support
Assisting in the development of the regional integration research programme and monitoring the
effective implementation of the programme
Providing substantive backstopping to the organisation of conferences, workshops, meetings and other
related forums
Supporting the production of communications materials, facilitating information sharing and
dissemination including the development of an information portal and contributions to the TMEA website
Maintaining the M&E system developed under the direction of the Knowledge & Results Director.
Assisting in sourcing experts, design baseline studies and training programmes.
Participating in field missions
Undertaking any other duties as may be assigned by the Regional Director
Reporting
The programme officer will report to the TMEA Private Sector and Civil Society Regional Director. Annual
Workplans and Gantt Charts will be agreed with the Regional Director indicating timelines for delivery in
addition to monthly activity reviews and an annual performance appraisal.
Professional ethics
The office shall have access to the requisite information, persons and departments deemed necessary and
useful for the purposes of the work. It is expected that the work will be carried out in line with best practices
and professionalism and integrity and in accordance with internationally accepted standards and conditions.
Confidential information must be treated with all due care and must not be divulged to unauthorised
persons.
Competence and expertise
The ideal candidate will hold a degree in a relevant social science discipline (preferably to graduate level)
with at least five (5) years of proven experience in private sector or civil society engagement in East Africa
and with experience and expertise in:
Public private dialogue and private sector advocacy
Governance issues in East Africa
Private sector development and international trade
Influencing, networking and building sound personal relationships
Financial and project management
Report writing
Excellent IT skills including data base management, excel, internet use
The ideal candidate will be highly organised; able to prioritise and produce work of a consistently high
standard.
Timeframe
The contract is expected to run for 3 years with an initial probation period of 6 months.
