The ICCT is looking to hire an experienced project manager with expertise in diesel engine efficiency and emission control technologies as well as air quality and climate policies aimed at the transportation sector. We are seeking an energetic, self-directed person with excellent technical writing and analytical skills. These skills and expertise will be applied to managing the marine program and select initiatives in our heavy-duty vehicle program. This position will report to the Program Director for global goods and passenger movement that oversees the marine, aviation and heavy-duty vehicle programs.

As the Marine program lead, the senior researcher will be responsible for developing and implementing a program plan that achieves ICCT’s policy goals for the sector. The primary policy forum for our activities is the International Maritime Organization (IMO) in London, which is currently considering a suite of policy options to address climate change emissions from international ships. Other marine program activities includes assisting national and regional regulators in evaluating control measures for conventional and climate change emissions from ships and ports. The program lead will supervise a full-time researcher that supports all the program’s tasks.

As part of the heavy-duty vehicle team, the senior researcher will be responsible for managing a subset of the program’s initiatives. The program’s initiatives cover the development and implementation of fuel economy/greenhouse gas standards, conventional pollutant emission standards and in-use emission reduction strategies (i.e. truck retrofits and scrappage) in the US, China, EU, Mexico and Brazil. In general, senior researchers at ICCT are expected to:

Lead quantitative and qualitative analysis of current and proposed policy and strategies and provide technical support for policy implementation to local partners
Writing progress reports, policy briefs, and ICCT technical reports for both internal and external audiences
Developing and implementing an outreach strategy to advance ICCT’s policy recommendation within the key international and national policy forums. Outreach activities range from making high-level policy-maker briefings to organizing workshops to talking to the media.
Participating in projects in ICCT’s other program areas based on specific interest, qualification and need.
Qualifications: The ideal candidate will have a strong technical background, knowledge of air quality, climate change and transportation issues and a minimum of two years experience as a project manager. A master’s degree in engineering, environmental science, or energy and resources is preferred. Policy experience and a familiarity with economic analysis are also desirable. The position requires excellent quantitative, analytic, and research skills, along with strong written and verbal communications skills. The ideal candidate will be highly organized, self-directed, and creative and strategic in problemsolving and identifying policy needs. Fluency in another language is desirable, as is international experience or significant travels.

Job details: Salary will be competitive and commensurate with experience and a generous benefits package is provided. (Salary range 75K – 105K).
