JOB CONTEXT:
HI is working in Sri Lanka since 2005, and is based in 3 locations: Colombo, Batticaloa (East) and Vavunya (North).
The post will be based in Vavuniya, North province. We started working there in December 2007 with emergency project. HI teams have been working at the General Hospital from early January 2009 providing rehabilitation services to persons with injuries/disabilities. HI revisited its emergency response plan at the beginning of May 2009 to adequately cater to the rehabilitation needs in the hospital environment for persons with disabilities and injuries fleeing the conflict zones.
After this movement of the population, HI Team provided direct services to people with disability in hospital and in refugees’ camp. We also provided adequate training to health workers and physiotherapist in public hospital according to the needs.

In 2009, 1621 People with disability were assessed. Based on the assessments, consultation services and devices were provided by HI within several hospitals.


JOB DESCRIPTION:
The main role of the physical rehabilitation Project Manager is to undertake the responsibility for the development and implementation of the Handicap International rehabilitation project in Vavuniya and Mannar districts and possibly in 2 others districts.

The PM Rehabilitation will closely work with the Physiotherapist / Occupational Therapist, Field Officers and Translators as well as support services team and national technical team. The PM Rehabilitation will remain directly accountable to the North Regional Coordinator for all aspects of his/her job function.

Project management:
S/He will guarantying the well functioning of the rehabilitation project (budget follow-up, human resource development plan, etc.); facilitate implementation, coordination and monitoring of the rehabilitation project in the Northern Province of Sri Lanka,
S/He will ensure technical assistance and support to teams/partner/s organization involved in the project directly in the Northern Province of Sri Lanka.
S/He will line manage and provide technical supervision support to his/her team member/s




Rehabilitation activities:
S/He will to provide direct services and capacity building of medical, paramedical and volunteer staff aiming to reduce (prevent or limit) the secondary disabilities at hospitals level and in the resettlement areas.
S/he will provide direct rehabilitation intervention with assessment, delivery of rehab services, referral and distribution of mobility aids.


CANDIDATE PROFILE:
 Bachelor’s Degree in Physiotherapy/Occupational Therapy from a recognized University/School.
 Knowledge and practice of Field Project Cycle Management (Monitoring & Evaluation, donor reports…)
 3 to 4 years experience in adult and / or paediatric orthopaedics, musculoskeletal therapy or similar
 Working experience in developing countries with NGOs including in tense environment (workload/security)
 Coordination and negotiation skills

REQUIRED LANGUAGE SKILLS: Oral and written English is mandatory


JOB ENVIRONMENT:
Ability to work in a tense context with strict security rules, it is a collective accommodation and none accompanied position.

EMPLOYMENT CONDITIONS:
Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% medical cover + repatriation insurance
Salary: 2000 to 2350 € per month gross salary (according to experience) + 457 Euros expatriation allowance + 100% medical cover + repatriation insurance
