Project/Proposal Summary:
The USAID Tatweer project (meaning development in Arabic) provides comprehensive assistance to Iraqi ministries and offices delivering services to the Iraqi people. Tatweer helps the government of Iraq rebuild its civil service as part of a general U.S. commitment to a strong, independent Iraqi government providing its people with food, medicine, power and a better future. Tatweer seeks applications for qualified candidates to fill the position of Human Resources Management System (HRMS). The position is located in Baghdad, Iraq. It is a short term assignment.

Position Summary:

The human resources management system (HRMS) Advisor is part of the USAID-Tatweer Civil Service Reform Program. He/she will provide the Government of Iraq (GOI) with global best practices in establishing HRMS. Specifically, the HRMS Advisor will analyze and document the government human resource business processes, and develop an overall strategy and vision for the GOI while incorporating best practices in HR and the development industry.

Responsibilities:
The HRMS Advisor will assist to implement packaged HR information (Oracle) system in each Iraqi ministry. Responsibilities will include:
? Assess ministry needs and strategic goals.
? Document all relevant HR business processes.
? Produce a DOCUMENT stating key needs, core drivers, and strategic goals of the ministry as they relate to human resources.
? Establish initial set of HRMS requirements; coordinate and collaborate with key human resources, make recommendations for viable HRMS solutions.
? Research all possible HRMS systems based on specifications and calculate capital and operational expenditures.
? Define system functionalities and design software specifications and requirements for the HRMS system.
? Suggest to GOI an HRMS system based on specifications that would meet project/USAID requirements.
? Build a data base for all employees applying HR-Oracle package.
? Analyze information provided within HR-Oracle package to meet the needs of the ministries (customization).
? Assist with procurement and implementation of HRMS.

Qualifications:

? Bachelor's degree in management information systems, business, or related field required; master's degree preferred or equivalent combination of education and work experience.
? Minimum seven years of overall IT systems experience, including five years developing, implementing, and supporting large, complex global HR systems.
? Proven experience in business process analysis and improvement and in requirements gathering and management.
? Knowledge of current HRMS products, applications, and capabilities.
? Relational database design and SQL skills required.
? Understanding of systems architectures, Microsoft Windows 2000 Server, and Web-based applications
Experience in providing assistance to public sector bureaucracy on institutional and capacity building regarding HRMS.
? Excellent verbal and written English.
? Willing to work in Iraq.

Assignment Details:

The Human Resources Senior Advisor will work in USAID-Tatweer Project Compound, Al-Mansoor, Baghdad, Iraq beginning on/about September 15. The assignment is 6 weeks-3 months.
