NATIONAL CONSULTANCIES IN MAPPING OF PRSP, SECTOR STRATEGIES AND POLICIES RELATED TO RICE DEVELOPMENT
COALITION FOR AFRICAN RICE DEVELOPMENT (CARD)
The CARD initiative was launched in the wake of the TICAD IV in 2009 and spearheaded by JICA, NEPAD and AGRA. It brings together research agencies and regional/international financial institutions and aims at doubling rice production in Sub-Saharan Africa from 14 to 28 million tons in 10 years, as a concrete response to growing concerns about the unmet MDG targets. It is a time-bound, results-oriented and partnership-based initiative, in line with the Paris Declaration and the Accra Agenda for Action. Encouraging progress has been made over the past year, with the development of National Rice Development Strategies in the CARD First Group countries, i.e. Cameroon, Ghana, Guinea, Kenya Madagascar, Mali, Mozambique, Nigeria, Senegal, Sierra Leone, Tanzania and Uganda

Challenge to CARD implementation: Sustainable development of the rice value chains will imply interventions from various sectors and financing from various sources to meet policy, institutional and investment requirements - which is best addressed in the context of the country led processes. Poverty Reduction and National Development Strategies (PRS/NDS) and related expenditure frameworks- are considered to be the main frameworks for decision making in CARD countries. This was recognized on occasion of the Second CARD General meeting in June 2009–- that reviewed the NRDS and agreed on the next steps.
CARD has secured a grant from IFAD that will assist relevant countries to link effectively their rice development strategies with other relevant country priorities for public action and related budget; learn from past successes and failures in rice development; and exploit opportunities for South-South Cooperation. It is therefore a contribution to broadening the support of governments and donors to the rice sector development.
The grant will provide support in:
(a) enhancing the integration of National Rice Development Strategies (NRDS) with the Poverty Reduction and National Development Strategies (PRS/NDS) and related sector priority setting and financing processes, to which most donors' country strategies and programmes are aligned - thus laying the ground for broader donor support to CARD objectives.
(b) stock-taking of what works, what does not and why; and reflections on issues and options for scaling up of success stories, based on a common vision and a common understanding of existing/potential drivers and space to grow; and
(c) promoting and rationalising South-South cooperation within and beyond the region, building on the already encouraging experiences of collaboration with the Africa Rice Center (ARC or ex-WARDA), IRRI and taking into account the comparative advantages of relevant countries in Africa, Asia and Latin America. Opportunities for linkages/synergies with other in-house initiatives on South-South Cooperation.
To this end, the CARD Secretariat will employ one regional consultant and twelve national consultants (one for each CARD First Group country). The role of the national consultants is to conduct the survey according to the framework and guidance provided by the regional consultant.
Applications are invited from National Consultants who will work under the general supervision of the Coordinator, CARD Secretariat, and a Regional Consultant who will coordinated the work of the different national consultants to:
• Map PRSP, sector strategies and policies; and related budget process and expenditure frameworks of direct or potential relevance to NRDS financing
• Conduct key stakeholder analysis
• Consult key stakeholders for political buy in (If time and timing allows, facilitate discussion on this issue at NRDS inauguration meetings)
• Submit the national report to the regional consultant as well as to the CARD Secretariat
QUALIFICATIONS
• Experience in PRSP / national strategy paper
• Familiarity with the national budget processes and expenditure framework of salient funding agencies
• Highly focused and results-oriented in supporting complex, deadline-driven tasks
• Working-level command of spoken and written English.
• French competency would be an asset.
