International Refugee Rights Initiative (IRRI)

Since its inception in 2004, the International Refugee Rights Initiative has been dedicated to addressing human rights in conflict and displacement in Africa. We seek to enhance the protection of vulnerable populations, particularly the displaced, before, during and after conflict. We ground our advocacy in the rights accorded in regional and international human rights instruments and strive to make these guarantees effective at the local level.

Based in: Kampala, Uganda

IRRI is seeking a Programme Coordinator to serve as an anchor for its Great Lakes Programme. The programme, which is being carried out jointly with the Danish Refugee Council, will work in partnership with local non-governmental organisations (NGOs) in six countries in the Great Lakes Region (Kenya, Uganda, Burundi, the Democratic Republic of Congo, South Sudan and the Central African Republic) to explore means of leveraging regional processes such as the International Conference on the Great Lakes Region (ICGLR) in order to improve the protection of refugees and internally displaced persons (IDPs) and contribute to enhancing peace and security.

Key responsibilities:

- Coordinate the delivery of the International Refugee Rights Initiative’s programmatic and administrative inputs into the joint programme, in close coordination with the Programme Manager based at the Danish Refugee Council in Nairobi;
- Monitor and analyse developments in regional processes including the ICGLR, the East African Community (EAC) and the African Union (AU) related to refugees and IDPs in order to identify opportunities for programme partners to input to, and leverage, those processes for the protection of refugees and IDPs;
- Coordinate the development of resource materials for the programme, including analysis of the framework and practice of the ICGLR Pact and other regional mechanisms and development of accessible materials for programme partners and other national civil society;
- Develop, in collaboration with the Programme Manager and partner NGOs, programmes of action in Kenya, Uganda, Burundi, Democratic Republic of the Congo, South Sudan and the Central African Republic to achieve program goals, and provide necessary support for their implementation. Such assistance might include:
◦advice and information about regional mechanisms and their relation to national processes;
◦research and analysis on refugee/IDP protection issues;
◦development of advocacy strategies locally and nationally;
◦production of advocacy and communications material;
◦planning and elaboration of project-based activities; and
◦compilation of narrative reporting.
- Monitor and analyse the legal and political framework for refugee/IDP protection in 6 program countries and updates these analyses regularly.
- Assist in identifying appropriate technical resources for implementing the capacity-building component of the programme, in collaboration with the Programme Manager;
- Contribute to the organisation of country visits and partner meetings;
- Assist in the elaboration and monitoring of contracts and MoUs between the programme and its partners;
- Assist in the production of timely narrative reports to the Programme Manager, the programme’s Management Committee, donors and other stakeholders.

Qualifications/skills:

Required:

- Sound understanding and knowledge of regional and national legal frameworks and institutions pertaining to refugee/IDP protection in the Great Lakes region (ICGLR Pact and Protocols, AU Charter, EAC etc.).
- Proven track record in research, policy analysis and advocacy on refugee/IDP protection issues, preferably from a civil society perspective.
- Excellent drafting and communication skills.
- Academic background in law, international relations, conflict or refugee studies.
- Fluency in written and spoken English.
- Working knowledge of French.
- Willingness to travel in the region as needed.

Preferable:

- Capacity-building and technical support experience of national and/or local civil society organisations.
- At least 3 years’ professional experience in a project coordination role.
- Experience working in one or more of the 6 programme countries (Uganda, Kenya, Burundi, DRC, South Sudan, CAR).
- Fluency in at least one other regional language, preferably French or Kiswahili.
