BACKGROUND
The International Catholic Migration Commission (ICMC) is an international non-governmental organisation serving and protecting uprooted people�refugees, internally displaced persons and migrants�regardless of faith, race, ethnicity or nationality. ICMC advocates for rights-based policies and durable solutions directly and through a worldwide network of member bishops conferences, and alongside government and non-governmental partners.

ICMC has been operational in the Middle East since 2002, implementing humanitarian assistance programs in support of Iraqi refugees in the region. The majority of the projects are implemented indirectly, through local implementing partners to whom ICMC provides technical support and organizational capacity building. Currently ICMC is implementing projects providing health, education, skills training and humanitarian assistance to Iraqi refugees and host countries vulnerable populations. In addition, ICMC is implementing with partners in Lebanon a project in support of victims of trafficking. The projects are funded by US BPRM, ECHO and US/GTIP.

RESPONSIBILITIES AND KEY AREAS OF ACTIVITY
The Program Assistant, in coordination with the ICMC regional staff and ICMC implementing partners� staff, will be responsible for the timely preparation of various program and project reports as per the donor deadlines. The incumbent will:

� Maintain a regularly updated grant reporting schedule based on a careful reading of contracts and grant agreements
� Inform the program staff about deadlines and donor reporting requirements in a timely manner
� Review implementing partner reports and work with implementing partner staff to obtain needed clarifications and improvements to the reports
� Drafts project reports (quarterly, intermediate, final) and relevant annexes in a timely and detail-oriented manner in coordination with relevant ICMC program staff and implementing partner staff and prepare draft responses to any project-related query from the donors
� As required, the incumbent will participate in the regional fundraising efforts and, in coordination with the ICMC program staff, will participate in proposal drafting efforts
� As required, the incumbent will also participate in various coordination, capacity building, research and assessment efforts and prepare various other documents, including training curricula and meeting minutes.


REQUIRED QUALIFICATIONS AND KEY COMPETENCIES
� First level university degree in Political Science, Social Science, International Relations or related subjects
� Minimum two (2) years working experience with migrants and/or refugees, preferably within the NGO sector or an equivalent research and report preparation background
� Experience in working in the Middle East region and with local NGO partners will be considered a strong asset
� Proven experience in report and proposal drafting, preparation of various reports, participation in research and assessment efforts (writing sample will be required)
� Ability to work under tight deadlines and with minimal support
� Excellent organizational skills and ability to prioritize under stressful situations and tight deadlines.
� Excellent oral and written English language skills. French and Arabic language proficiency an asset
� Excellent command of MS Office and other computer programs
� Excellent communication and team working skills
� Ability to travel within the region

CONDITIONS OF CONTRACT
