MARKETS AND TRADE SPECIALIST, FAMINE EARLY WARNING SYSTEM NETWORK (FEWS NET), WASHINGTON, DC

ARD Inc., a Tetra Tech company, is currently accepting expressions of interest from potential Markets and Trade Specialist candidates interested in participating in ARD’s submission for the upcoming USAID-funded global Food Security Early Warning Systems project. This activity will be based out of ARD’s Washington DC office and requires residence in Washington, DC. U.S. citizenship or a valid U.S. work permit is an absolute requirement.

Requirements include:
--Advanced degree or equivalent training/experience in the food markets field (e.g., agriculture, economics, agricultural economics, agribusiness, econometrics, etc);
--Foreign language proficiency in Spanish and/or French;
--Geographic experience in Africa, Asia, and Latin America;
--Minimum 5 years of experience with markets and price information systems; especially with projects that are focused on markets and price information sharing/dissemination;
--Minimum 5 year of experience with use of price, markets and trade information for food security risk assessment, early warning, and/or disaster relief;
--Good information technology skills, especially as related to food markets information systems;
--Excellent speaking, presentation, and writing skills; and
--U.S. citizenship or valid U.S. work permit.

Duties include:
--Lead the design, development and implementation of food market system early warning capabilities for continuous monitoring of food markets and supply situations, which may include information on food prices, demand, production, stocks and trade;
--Coordinate collection and dissemination of periodic food price and market data from the field;
--Develop tools and techniques for integrating market and price data into food security early warning activities, such as vulnerability and food security assessments, and emergency response assessments and plans;
--Conduct market assessments;
--Develop market/price indicators;
--Ensure timely inclusion of field-collected price and markets data into periodic Bulletins, Alerts, Price Watches Reports and develop other market-relevant information products for decision makers;
--Work with other team members to ensure that data are systematically archived and documented;
--Plan and implement activities to improve food markets information inputs to food security early warning system through institutional development and technical support to host government and other local and regional organizations;
--Work with field-based staff to transfer food market system early warning capabilities to local institutions within host countries, including training local counterparters in methodologies for conducting market assessments and studies;; and
--Develop scopes of work for short-term technical assistance related to in-depth price, market and trade assessments.
