Location: General Secretariat, Lyon, France*
Duration: 11-month Short Term contract
Grade: 6

Reporting directly to Head of Recruitment and Career Development Branch, the Personnel Staffing Specialist will ensure that human resources (HR) activities run smoothly in the departments he/she is responsible for, from the recruiting perspective. He/she ensures that the Staff Manual and the Human Resources procedures in force are applied. He/she will be the main contact person in the area of HRM procedures and rules for the staff and managers in his/her portfolio.
The incumbent will be responsible for recording Human Resources information in the recruitment software tool.

Primary duties

Recruitments and career management

•Ensure that selection procedures and administrative formalities are observed;
•Draft post vacancies and recruitment circulars and arrange for them to be published by appropriate means;
•Organize and participate in the selection of candidates (sort CVs, convene selection panels and candidates for interviews and tests, inform candidates of the outcome of the recruitment process);
•Participate in the selection interviews of candidates;
•Prepare offers of employment;
•Manage all administrative aspect linked to recruitments and Human Resources needs ( workflows of Part A and part B);
•Ensure that all necessary information needed for requests or statistics are recorded in the e-recruitment software;
•Participate in all career development management programmes for the Organization’s officials.

Assisting Head of Unit

•Assist the Head of Branch on certain HRM projects;
•Assist the Head of Branch in preparing statistics and drawing up HRM monitoring statements.

Perform any other duties as required by the supervisor.

Post requirements

Candidates will be assessed according to the post requirements defined below:

Training/Education

•Two-year higher education diploma in management and administration or in the field of Human Resources, or equivalent experience.

Experience required

•Minimum of 3 years of professional experience in at least one of the following areas:

oRecruitment
oCareer Development
oStaff management / Contract management
oTraining/Development
oPerformance management
oProven professional HR experience in a public or private international organization

Languages required

•Spanish as mother tongue
•Professional fluency in English

Computer skills required

•Good knowledge of the standard office tools such as Word, Excel, Powerpoint, Access, Outlook, etc. and knowledge of e-recruitment tools (such as Easycruit, I-grasp, peoplesoft, SAP,…).

Special aptitudes

•Diplomacy; confidentiality;
•Sense of initiative; independent; methodical;
•Team spirit essential;
•Objective attitude and ability to manage conflicts;
•“Can do” attitude.

In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.

•Working knowledge of French;
•Experience using an ERP package such as SAP would be highly appreciated;
•Demonsrated ability to work in the following areas of HR:
•Staff management / Contract management
•Career development
•Performance management

Working conditions

•Remuneration for appointment on contract: The starting salary for Grade 6 is EUR 2817€ per month for a step 1.

•The incumbent will be occasionally required to work irregular hours or overtime depending upon the workload.
•This post requires occasional travel on missions, sometimes for a long duration and at a short notice.

* The Organization plans to establish a Global Complex in Singapore at the end of 2013. Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.
