Program Management Consultant (PMC) for Water and Wastewater Network
Projects
The Millennium Challenge Account – Jordan (MCA-Jordan), a limited liability company
established under the laws of the Hashemite Kingdom of Jordan, has been designated as
the Accountable Entity for the implementation of projects in the water and wastewater
sector program being funded by the Millennium Challenge Corporation (MCC) of the
United States under an executed Compact Agreement.
The purpose of this Specific Procurement Notice (SPN) is to alert interested
firms/consultants that a Request for Proposal (RFP) will be posted on the MCA –Jordan
website: www.mca-jordan.gov.jo and the Procurement Agent website: www.gtd.gov.jo
on September 22, 2011. Eligible firms/consultants are encouraged to tender bids
compliant with the RFP.
The main tasks of the Consultant are to perform a detailed evaluation of the following
MCA-Jordan activities:
The current consultancy assignment concerns with providing assistance to MCA-Jordan for management and oversight support during implementation of the program.
The entity performing said consulting services, herein referred to as the Program Management Consultant (PMC), will be responsible to serve as the project manager, technical representative and construction supervision engineer for MCA-Jordan.
The key tasks will include the following:
? Developing and maintaining implementation work plans.
? Identifying implementation/completion risks and developing risk management tools to avoid, mitigate, or manage such risks.
? Monitoring overall performance of all consultants and contractors for quality, compliance with Contract documents, and relevant local laws and standards, as well as MCC-specific standards such as MCC’s Gender Policy, Approach to Trafficking in Persons, and Environmental Guidelines.
? Reviewing and approving all deliverables from consultants and contractors.
? Assisting with obtaining needed permits and documentation required for construction.
? Providing full office and field construction supervision services.
? Assisting MCA-Jordan in all disputes and claims procedures.
? Managing requests for information and change order requests, reviewing request for payments, providing full time resident engineers, monitoring progress and scheduling, and providing technical advice to MCA-Jordan.

Consultant submissions should make reference to RFP and must be received in sealed envelopes clearly marked on the top left hand side “Consultancy Services for Program Management Consultant (PMC) for Water and Wastewater Network Projects” must be delivered by November 10, 2011 at 12.00 hours (local time) at the latest to the following address:-
