This appointment is for a three-year duration with a six-month probationary period. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Principal Functions Requirements
Under the supervision of the Head, Declaration Validation and Evaluation (Industry) Section, the incumbent performs the following duties:

1. Carries out evaluation of industry declarations and other verification related information, and associated reporting by:
· Evaluating industry declarations, amendments and other verification related information, including CW-related declarations on an occasional basis, to agreed timescales and ensures associated reporting is complete, timely and accurate;
· Clarifying with State Parties issues identified during evaluation, including preparation of requests for clarification and meetings with States Parties as required;
· Providing accurate, complete and timely inputs for Declarations Branch reports on declaration related issues for management and for States Parties, including the Verification Implementation Report, annual reports and other reports to policy making organs.

2. Assists in designing and managing projects associated with the improved implementation of CWC provisions by customs authorities, including maintaining relationships with other international organisations with an interest in customs related issues such as the World Customs Organisation, the United Nations Conference on Trade and Development and the UNEP Green Customs initiative.

3. Assists in designing and managing projects associated with the improved implementation of CWC provisions by the global chemical industry by:
· Maintaining the OPCW online scheduled chemicals database, monitoring usage, reporting and making recommendations for further development;
· Assisting in managing liaison with other global and regional chemical agencies (e.g. European Chemicals Agency),
· Researching options for further visibility of scheduled chemicals in existing legislation and control measures;
· Performing systematic research in current and projected legislation related to chemicals that could be used to facilitate the declaration process and make recommendations accordingly.

4. Maintenance and development of the Declarations Branch outreach materials by:
· Ensuring existing materials are kept up to date and in line with OPCW policy decisions and recommending improvements to type, content, and delivery of support materials;
· Liaising with the International Cooperation and Assistance Division in the design and delivery of training courses, presentations and other outreach activities.

5. Performs systematic research and prepares reports on Chemical Industry practices, mainly but not exclusively related to the Chemical Weapons Convention (CWC), including technological developments which may affect current practices and manufacturing processes and hence impact the declaration/verification regime:

Performs other duties as required. Knowledge and Skills
. Advanced university degree in chemistry or chemical engineering. A first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree;

. Up-to-date knowledge on industrial chemistry in relation to chemicals covered by the CWC;

.Knowledge of computer equipment, Windows-based word processing, databases and spreadsheet programmes;

. Knowledge of statistical methods and tools;

. Knowledge of export controls and customs regulations is desirable;

. Leadership and management skills:
- Ability to provide technical leadership
- Proven supervisory skills including demonstrated ability to establish priorities and to plan, coordinate and monitor his/her own work plan and those under his/her supervision;

. Good planning and organisational skills;

. Good interpersonal and proven communication (verbal and written) skills, including ability to prepare reports;

. Strong analytical and conceptual skills;

. Appreciation of the need to observe confidentiality in a highly-sensitive work area including complying with procedures required by the OPCW confidentiality regime;

. Personal qualities should include tact, accuracy and discretion and the ability to work harmoniously in a multi cultural environment and create a positive and productive team environment;

. Commitment to continuous learning is essential;

. Strong customer focus.


Experience
. At least 5 years of related experience in Chemical Industry or in a government agency overseeing chemical trade (such as customs or an appropriate licensing authority);

. Experience in the use of electronic data analysis tools;

. Experience in information handling and analysis in a public organisation or in chemical industry is desirable;

. Experience with export controls and customs procedures related to the CWC is highly desirable;

. At least three years CWC-related experience is desirable.


Languages
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.


Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the August 2011 rate of 60.1 %.
