Country Director at Danish Refugee Council

The Danish Refugee Council (DRC) is advertising the position of Country Director for the Central African Republic (CAR) to manage its ambitious program.

It is crucial to DRC that that the applicant is experienced, competent, proficient in French and in English and able to work in a difficult working environment.

In terms of operations, DRC is one of the largest INGOs in the Central African Republic, operating out of 3 Field offices in the North, 6 sub offices and the capital office (Bangui) with a complex funding portfolio. The program strategy for 2011 covers the sectors of Protection, including Child Protection (DDR), Food Security, Early Recovery, WASH and Emergency Education. The primary donors are currently UNHCR, UN Emergency Response Fund, EC, UNICEF, UNDP, PBF, WFP, FAO, French embassy, SIDA, World Bank to come.

DUTIES AND RESPONSIBILITIES
Programming:
• Oversee and conduct strategic planning and development of DRC’s CAR Programme;
• Responsible for ensuring that annual/project action plans are prepared for all projects in accordance with annual planning cycle;
• Responsible for supervision, monitoring and evaluation of the program to ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements;
• Together with the Head of Desk in HQ, the Field Coordinators in the offices and other relevant staff, identify opportunities for new projects and pursue possible donors;
• Formulation of project proposals, concept papers and budgets using the DRC Programme Manual;
• Ensure collaboration between Bangui and all office as well as future areas of operation in CAR;
• Representation of DRC in the area of operation;
• Coordination with all actors involved in the implementation of the programme, including local partners and authorities as well as other humanitarian actors in the area;
• Maintains close and good collaboration with major donors, partners and authorities of the programme, especially UNHCR and UNOCHA;
• Responsible for maintaining good working relationship with other humanitarian stakeholders and the local community;
• Ensures that the DRC projects are implemented in accordance with DRC standard regulations and operational procedures (e.g. Code of Conduct, DRC Program Manual, DRC Operational Handbook, HAP, Strategic Focal Areas);
• Ensure that at all times contact with beneficiaries, target groups and representatives of authorities is conducted in a sensitive and respectful manner;
• Ensuring the development and up-date of a sustainable strategy for the DRC programme based on the DRC Assistance Framework and taking into account of the regional perspective and DRC’s other country programmes;
• Oversee the continued process of organizational development and change in response to scenario changes in the regional context and corresponding programme strategies.

Finance, Administration, Logistics, security and Personnel Management:
• Overall responsibility for management of the offices in Bangui and field offices including the overall financial budgeting and expenditures, staff management, administrative issues, security, logistics and other aspects pertaining to running of DRC offices and adhering to DRC rules and guidelines;
• Responsibility for security planning including regular updating of security and evacuation plans and measures, and implementation of security and contingency plan;

Monitoring and Reporting:
• Ensure and coordinate a continued upkeep and development of efficient internal financial and progress monitoring and reporting systems;
• Ensure that timely narrative and financial reports are provided to the donors and to the DRC Head Quarter on time.

QUALIFICATIONS
• Demonstrated experiences and capabilities in management, leadership, communication, coordination and in working with a multicultural staff.
• Ability to motivate and guide staff working in a complex conflict environment, preferably from an African context.
• Familiarity with Project Cycle Management within the context of IDP assistance and protection issues.
• Experience with financial management, administration, human resource development and logistics
• Demonstrated record in collaborating, networking and negotiating with Governments, UN, donors and other NGOs.
• Experience in developing fundraising strategies.
• Relevant educational background (e.g. political or social science, international development, economics).
• Good analytical, negotiation, advocacy and communication skills.
• Ability to work under pressure and to meet deadlines in a rapidly changing and sometimes insecure environment.
• Fluency in French & English

CONDITIONS
Starting date: 1. September 2011

Duty station: Bangui, Central African Republic with field visits in rural CAR

Contract: 12 months (With a possibility of extension pending performance and funding available).
