Women for Women International provides women survivors of war, civil strife and other conflicts with the tools and resources to move from crisis and poverty to stability, self-sufficiency, and active citizenship, thereby promoting viable civil societies.
Founded in 1993, Women for Women International has served more than 250,000 women, and distributed millions of dollars in direct aid, microcredit loans and other program services. In 2010, with an annual budget of approximately $30 million, Women for Women International will serve more than 45,000 women throughout Afghanistan, Bosnia and Herzegovina, the Democratic Republic of the Congo, Iraq, Kosovo, Nigeria, Rwanda and Sudan, and build one-to-one connections with more than 45,000 sponsors in throughout the US and 55 other countries.
THE SEARCH
Women for Women International, an independent, international, non-profit organization dedicated to supporting women in war-torn regions as they rebuild their lives, seeks a Country Director for its Rwandan Country Office. The Country Director is the official representative and leader of Women for Women International in the country. The Country Director has broad responsibilities for shaping the vision and strategy for the Country Office, providing high level oversight over all areas of program implementation and conducting fundraising and advocacy, cultivating strategic partnerships and playing a leadership role in the local, national, regional and international movements for women’s advancement. *Application deadline is November 30, 2010.
DUTIES AND RESPONSIBILITIES
Strategic Oversight and Responsibilities
1. Accountable at the highest level for the action and activities of the Country Office.
2. Provide strategic oversight to the design and successful implementation of all programs offered by Women for Women International including sponsorship, rights and life skills training, business and skills training and pilots, and microfinance where available.
3. Responsible for facilitating annual planning and budgeting for the country office in collaboration with the local staff and HQ.
4. Responsible for the Country Office’s adherence to all policies and procedures established by Women for Women International.
Program Management
1. Oversee the design and implementation of special projects and initiatives such as Women’s Opportunity Centers.
2. Oversee Country Office monitoring and evaluation efforts and ensure that the Country Office does its best to offer programming that meets or exceeds outcome indicators.
3. Work closely with the chapter’s senior managers on all aspects of programming to ensure efficiency and accountability.
4. Accountable for detailed and accurate program reports which require the approval of the Country Director with his or her signature and submitted to HQ in a timely manner.
5. Annual targets achieved.
Outreach and Fundraising
1. Prepare and execute strategic fundraising plan and follow up on all opportunities seeking timely support when needed.
2. Develop and maintain working relationships with local and international partners, relevant government agencies, international and local NGOs working in country.
3. Lead and represent the organization to external audiences and stakeholders.
Financial and Administrative Management
1. Costs are managed to budget.
2. Accountable for detailed and accurate financial, human resources and compliance reports which require the approval of the Country Director with his or her signature and submitted to HQ in a timely manner.
3. Create, communicate and periodically review office and staff security plans.
4. Develop and maintain financial and administrative systems for the office.
Personnel Management
1. Responsible for leading the Senior Management Team and holding regular meetings with the senior staff.
2. Performance manage direct reports in line with WWI’s performance management framework, including setting of annual performance objectives, annual performance development plans, annual performance appraisal and regular one-on-one meetings regarding progress throughout the year.
3. Responsible for training, developing, managing and leading staff as well as hiring appropriate staff.
SKILLS AND QUALIFICATIONS
• Minimum of 10 years of senior managerial experience; with experience in INGO/NGO operations and management with specialist knowledge in either health, education, agricultural development, micro-enterprise development or similar preferred;
• Master's level degree (or 15+ yrs experience in lieu of advanced degree);
• Demonstrated leadership skills and ability to manage a large, complex, ethnically mixed team of people through a participatory and enabling management style;
• Demonstrable understanding and experience of gender issues and proven commitment to addressing gender inequalities in all key areas of responsibility;
• Long-term commitment to advancing the cause of socially excluded women affected by conflict and capacity to inspire others around mission;
• Successful at establishing internal and external relationships and building trust with others;
• Excellent verbal and written communication and interpersonal skills;
• Strong problem-solving and analytical skills;
• High level of maturity and cultural sensitivity;
• Knowledge of the political, economic and social context of Rwanda;
• Citizen or legally able to work in the country where Country Office is based;
• Required language fluency (reading, writing and speaking skills) in English and French; preferred fluency in Kinyarwanda (primary language(s) of the country);
• Computer skills including working with Microsoft Word, Excel, PowerPoint and Email.
