ANSO Regional Safety Advisor (RSA) (male/ female) in Afghanistan
The Afghanistan NGO Safety Office (ANSO) is a Non-Governmental Organisation (NGO) project to support security awareness and security management capabilities amongst NGOs in Afghanistan, with offices in Jalalabad City, Herat, Kandahar City, Mazar-e Sharif, and Kabul. ANSO is currently looking to fill one RSA position that will commence immediately in Jalalabad City.
Tasks and responsibilities of the position
Based upon requirements, potential candidates must be flexible in their ability to either serve in a static regional RSA role or in one that rotates throughout the country to cover all regions. With this, the candidate should be prepared to spend one year in any of the regional offices.
Generally, the RSA provides NGOs with credible information and a contextual analysis of the local and regional security situation. Because of these responsibilities, s/he must have a sound analytical background. The RSA will liaise closely with NGOs, the UN, military, and other national and international security agencies to obtain security information. The RSA will be responsible for writing comprehensive English biweekly reports on the provincial and regional security situation as it relates to NGOs, as well as for producing daily incident reports and threat warnings and facilitating weekly NGO security roundtables in her/his region of responsibility. The RSA will also play a less frequent role in assisting NGOs to develop their own security management capacities by reviewing policy, conducting site-security surveys, and assisting in evacuation planning.
The RSA will additionally be responsible for the management of the regional ANSO office. This includes supervising approximately 12 national staff and oversight of local logistics and administration. The RSA will be the sole ANSO representative in her/his region.
Required
• Bachelor’s Degree in Social Sciences, Political or Security studies, or a related field
• Employment history in fields other than the military or private security
• Proven writing and analytical skills
• Familiarity with the philosophy, priorities and principals of NGOs
• Experience working in an insecure environment
• Exemplary command of the English language
Preferred
• Demonstrated ethos in support of aid or development ideals
• A recognition of the ethical and practical conflicts that arise during civil-military relations
• Experience in NGO security management
• Ability to develop and maintain culturally and socially diverse relationships and contacts
• Experience in staff capacity development and training
