The post holder will help develop Saferworld’s existing programme of work in Bangladesh; and identify related areas (thematically and geographically) for new programme development. S/he will build relationships and partnerships with key government agencies/institutions and identify areas of support for policy planning and decision making to address community security, policing, and access to justice concerns.

The successful candidate will need a Masters degree in a related field and a good understanding and experience in engaging with civil society and governments, networking and capacity building. Experience and knowledge of peace and security issues is essential. Facilitation or training skills would be an advantage.

JOB DESCRIPTION

TITLE: Project Co-ordinator – Bangladesh

LOCATION: Dhaka, Bangladesh

PURPOSE: Coordinate development and implementation of Saferworld’s strategies and programme of work on community security, small arms control and security and justice sector development in Bangladesh.

REPORTING TO: Team Leader – Asia

CONTRACT: 12 Months (renewable)

KEY RELATIONSHIPS: Head of Asia programme, Team Leader – Asia, other members of the Asia programme, Funding and Communications team (London) and Policy and Advocacy team (London), national and regional partners.

Background

Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others. We work with governments, civil society and international organisations in over 15 countries in Asia, Africa and Europe.

Saferworld has been working in Asia since 2002, with a primary focus on Bangladesh, China, Nepal and Sri Lanka. We have well-established programmes in the above countries and are currently developing a Pakistan programme. Saferworld headquarters are in London, with Asia regional offices in Colombo, Dhaka and Kathmandu. The Asia Programme is managed from Saferworld’s office in London. The Project Coordinator will be based in Dhaka.

The overall aim of the Bangladesh programme is to promote peace and security in Bangladesh. The country programme’s strategic objectives are:

 To support and strengthen the capacity of civil society to promote peace and security in Bangladesh, including on security and justice issues, small arms control and conflict sensitivity

 To develop a model for a community security approach that is taken up at the national level and contributes to the strengthening of community based policing

 To enhance the capacity of the government and other stakeholders to strengthen small arms control and other human security issues, including promoting dialogue between Bangladesh and other countries in the region

Roles and responsibilities:

The Project Coordinator will work closely with the Team Leader and other members of the Asia Programme team in support of the following tasks:

Strategy and programme development

 To inform and help develop Saferworld’s Bangladesh country strategy with regular analysis of political and security developments.

 To help develop Saferworld’s existing programme of work in Bangladesh; and to identify related areas (thematically and geographically) for new programme development.

 Contribute to the integration of cross-cutting themes (such as conflict sensitivity and community based policing) and functions (such as communications and capacity building) across the organisation.

Programme implementation

 To build relationships and partnerships with key government agencies/institutions and identify areas of support for policy-planning and decision-making to address community security, policing, security and access to justice concerns, and small arms control.

 To provide technical advice and to assist in the design of training, strategic planning and other activities to build understanding of and to operationalise community security and access to justice concepts.

 To build relationships and identify areas of support for key civil society organisations in order to develop civil society understanding and relationships with Government and security and justice service providers (e.g. Bangladesh Police), and to build civil society capacity to articulate community security and justice concerns to authorities.

 In cooperation with partners, to assist in developing and implementing national and local-level community security activities, including accompanying or monitoring national and local-level field activities.

 To coordinate and project manage the implementation of particular programme activities.

Communications and advocacy

Working closely with other Asia team members and the Communications and Advocacy teams:

 To identify and develop relationships with key national, regional and international partners involved in security and justice issues in Bangladesh.

 To monitor debates on security and justice sector development and arms control issues in Bangladesh in order to identify the best opportunities for Saferworld to provide input into the policy debate.

 To contribute to research and writing of reports and briefings on relevant security and justice sector development issues in Bangladesh.

 To represent Saferworld at meetings, seminars, co-ordination for and other events, acting as spokesperson as appropriate.

Safety and security management

 Utilise all activities to monitor safety and security developments in Bangladesh and, working with Team Leader, ensure that safety and security documentation and procedures are kept up-to-date.

Funding and operations

 To assist in producing funding proposals, donors reports, and monitoring and evaluation frameworks for funders of Saferworld’s ongoing work in Bangladesh.

 To prepare estimates for budgeted activities and funding proposals and coordinate monitoring of project expenditure in liaison with the Team Leader and Funding and Communications team..

 To manage the day-to-day office functions, including financial management.

Person Specification:

 A Master’s Degree in international relations, peace and conflict studies, law, development studies or a relevant political or social science discipline (or equivalent professional experience) is essential.

 Demonstrated project management skills.

 A minimum of three years relevant security and justice sector development, community security, conflict prevention, peacebuilding or development experience working with governments and/or non-governmental organisations, preferably in Bangladesh.

 Solid understanding and experience in engaging with civil society and governments, networking and capacity building.

 Experience and knowledge of peace and security issues in Bangladesh and a good overview of peace and security issues in South Asia is essential.

 Strong research, analytical and strategising skills.

 Fluency in English and Bangla (written and spoken) is essential.

 Knowledge of: small arms control, security and justice sector development including police reform, community security, community based policing, and conflict-sensitive development and other conflict prevention areas would be beneficial.

 Ability to work on his/her own, with proven track record of working effectively as part of a team with demonstrated organisational skills.

 Experience of living/working in Bangladesh; and an understanding of safety and security management.

 Facilitation or training skills would be an advantage.

 Good communication and interpersonal skills and ability to work in a non-partisan manner appreciating cultural and ethnic diversity.

TERMS AND CONDITIONS

 Term of contract: 12 months (renewable)

 Probation: There will be a probationary period of three months.

 Holidays: There are 25 holidays a year (January-December) in addition to agreed Bangladesh public holidays.

 Salary range: A competitive NGO salary and benefits will be offered.

 Hours: Standard working week is 37.5 hours a week. However, the demands of the job are likely to be such that a willingness to work longer hours, as required, will be necessary.
