Gender and Association Specialist, Mali
Responsibilities:
• Assess the capacity of staff, associations and partners to address the needs of women and youth and integrating them into their respective activities.
• Develop a training-of-trainers program to train the staff of IICEM, implementing agencies and other key partners to assess the integration of gender and youth considerations and provide the capacity building required to help them address the needs of women and youth.
• Develop materials to help the trainers do their own assessments and provide capacity building to the staff/members of various program partners for the integration of women and youth in target value chains.
• In conjunction with the Value Chain Specialist, develop a training-of-trainers program to train the staff of IICEM, implementing agencies and other key partners to assess gender association development needs and provide the capacity building required by different types of associations.
• Develop gender materials to help trainers do their own assessments and provide capacity building to staff of women’s associations.
• Work with the Value Chain Specialist and the Trade and Marketing Expert to improve the process for implementing market and value chain assessments. Help Value Chain/Component Managers and their staff to assess their value chains with a gender focus, develop a gender vision and strategy for the value chains, and determine how best to work with value chain women stakeholder groups.
• Work with the Value Chain Specialist and the Trade and Marketing Expert and Value Chain/Component Managers to develop a materials and a stakeholder process for use in different target value chains and facilitate the emergence of a network to represent the value chain and sustainably support its development.
• In conjunction with the Value Chain Specialist and Sheladia engineers, evaluate the present water user association mechanism; propose rules to promote discipline among women cooperative members regarding transplanting rice in the same time period for the entire perimeter.
• In conjunction with the Value Chain/Association Development Specialist and Sheladia engineers, establish a 3-year plan to strengthen the local institutional and management capacities of women in water user associations.
Qualifications:
• 5-7 years of institutional development experience with women and NGOs in Mali
• Experience with USAID-funded projects
• Experience training in the agricultural/rural sector
• Good communication skills to listen and help others understand complex ideas
• Strong computer skills (Word, Excel, Power Point, e-mail)
• Fluency in French, and Bambara or another local language is required
• Conversational English skills required
