Catholic Relief Services (CRS) is seeking a Program Manager II, AIDSRelief Haiti Deputy Chief of Party/Program. AIDSRelief is an eight-year Antiretroviral Therapy program funded by the Human Resource Service Administration (HRSA) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR).

Led by CRS, AIDSRelief is a five-member consortium operating in nine countries. The program, valued at over $335 million, has had approximately 215,000 HIV/AIDS patients on anti-retroviral therapy and 500,000 in care as of January 2010. AIDSRelief, a dynamic HIV/AIDS care and treatment program is a multi-year, multi-million dollar project that delivered high quality, durable anti-retroviral therapy (ART) during the first five years of the program. AIDSRelief Haiti is preparing for a three-year sustainability plan which involves transfer of key program responsibilities to local organizations in Haiti by 2012.

The Deputy Chief of Party (DCoP) is responsible for site management – ensuring that the grant’s tangible and intangible resources are used at Local Partner Treatment Facilities (LPTF’s) in ways that allow them to achieve grant objectives within grant terms. These resources include supply chain, administrative, and strategic information support. Among these broad responsibilities, the DCoP will coordinate with the University of Maryland’s Institute for Human Virology (IHV) technical support staff to ensure that there is appropriate allocation of clinical support for the sites with a special focus on Continuous Quality Improvement. IHV is a leading consortium member on the project.

Primary Responsibilities include: Supervising CRS staff including overall site management and pharmacy, the Catholic Medical Mission Board Orphans and Vulnerable Children support, and the Strategic information work; coordinating with the Operations team, IHV Technical Support Staff, Transition and Sustainability team, and other related programs; communicating on issues of strategic importance with the Chief of Party, and acting as the Chief of Party in his/her absence.

Specific Responsibilities include: program management; technical coordination; community mobilization; LPTF coordination/oversight; and, monitoring and evaluation. This position has three direct reports.

Qualifications include: medical doctor degree or a MPH preferred; 8+ years in public health program management; 5 + years supervisory experience; excellent French and English oral and written communication skills; demonstrated ability to work with a variety of faith-based organizations, particularly the Catholic Church; clinical experience working with HIV/AIDS a plus.
