DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The ARC Darfur program started in 2004 in response to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in southern Darfur. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization.
In conjunction with the Khartoum support office, the field office in Nyala supports the delivery of primary health care services at 14 rehabilitated community clinics and a large clinic in the Gereida camp in addition to reaching out with mobile clinic services to 6 remote communities in which health facilities have not yet been rehabilitated. Water and sanitation services, including the construction/rehabilitation of boreholes water yards, household and institutional latrines and hygiene promotion messages, are also delivered in over 70 war-affected communities. A small agriculture component assists resettling IDPs and host populations with seeds, tools and extension services to grow their own food.
With an annual budget of between $8-10m, the Darfur program has 12 expatriates and over 300 national staff some of who are seconded from the line Ministries of the Sudan government.
PRIMARY PURPOSE OF THE POSITION
Manage and oversee the implementation, coordination and monitoring of logistical services – including but not limited to procurement, distribution, asset inventory control and management, facilities management and transport.
MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES
· Supervise logistics staff in South Darfur, including logistics staff, drivers, and guards.
· Travel to the field on a regular basis to monitor and supervise logistics-related project activities (i.e. construction).
· Plan and maintain logistical support for ARC field operations, including delivery of all supplies to and from all project sites in a timely manner.
· Oversee the purchase and distribution of supplies and accounting of physical assets.
· Ensure timely and quality repair of equipment (vehicles, generators, computers, printers, Codan radios, etc)
· Oversee the management of the ARC vehicle fleet.
· Regularly review and update the ARC transport policy and procedure with emphasis on staff transport needs, driver’s supervision and fuel control.
· Develop and administer local procurement procedures and ensure they are in compliance with ARC’s overall procurement policies.
· Ensure ARC policies and procedures are followed by the logistics and program staff.
· Coordinate and monitor local communications systems, including telephone, fax, email, radio, etc. to ensure the effective flow of information and that they are secure from fraudulent use.
· Develop and provide oversight and supervision for the local logistics systems.
· Maintain local asset inventories and ensure adequate controls.
· Liaise with staff on a daily basis to assess the current situation, including program and security activities.
· Arrange and conduct staff training as required.
· Assume any other duties as assigned by the Head of Field Mission and Country Director.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
· Minimum 3 to 5 years overseas senior level logistics experience at the field level – including procurement, distribution, asset inventory control and management, facilities management and transport.
· Experience in multi-cultural and multi-level programs; regional experience a plus.
· Bachelors, advanced degree preferred.
· Experience with international donors and grant requirements.
· Strong computer skills.
· Excellent written and oral communications skills as well as leadership skills.
· Ability to prioritize multiple tasks and to meet deadlines.
· Flexibility and strong interpersonal skills.
· Fluent English required. Some Arabic a plus.
