National Consultant – Renewable Energy, e-Parliament, New Delhi, India

Functional Area:
• Renewable Energy, Climate Change, Parliamentary Networks, Public Policy, India
• Consultant to report to the India Director, e-Parliament ( www.e-parl.net )

Position Objective:
Consultant will mainly work with the Members of Parliament (Rajya Sabha and Lok Sabha) to promote policies related to accelerated and ambitious shift to renewable energy. S/he will also work with national-level government agencies, non-government experts and organisations, and industries in the field of renewable energy, international donor and other organisations, and e-Parliament international partners to seek necessary inputs for work with the Parliamentarians.

Position Tasks:
• Cultivate a network of the Members of Parliament interested in and committed to move public policy for promotion of renewable energy.
• Raise awareness of, and bring the requisite specialist knowledge of renewable energy policy issues to the members of the Parliamentary Network on renewable energy from outside (government/ NGOs/ research and policy institutions), through one-to-one briefings, group meetings, and other methods in New Delhi and outside.
• Collaborate with academic and other researchers, government agencies and NGO partners on development and analysis of renewable energy policies in formats suitable for Parliamentary briefings.
• Prepare public policy briefing materials for members of the above Parliamentary network on renewable energy relevant at their respective Parliamentary constituencies, state and national levels.
• Assist members of the Parliamentary network in their work related to renewable energy, including interactions in public meetings, and press and electronic media.
• Prepare summary of work for publication on websites of e-Parliament, and inclusion in annual reports.
• Coordinate the e-Parliament’s work related to renewable energy in India, in collaboration with the e-Parliament international staff, including the work on promotion of a regional renewable energy Parliamentary network.
• Prepare funding proposals and liaise with national and international donor organisations for continuing the work of e-Parliament in India/ region.
• Review and undertake progress against milestones, prepare progress reports, and liaise with donors for mobilisation of funds in a timely manner.
• Represent the e-Parliament in national and international meetings.

Qualifications:
• Education – Graduate work in energy/ ecology/ environment/ natural resource-related fields/ national-level public policy with training in fundamental sciences and/or economics ; desirable: specialisation / postgraduate degree in fields related to energy.
• Experience – 3+ years in applied research/non-government/ government sector, in the field of renewable energy/ environment/ public policy
• Communication skills – strong oral and written skills to communicate with members of the state and / or national legislatures; collaborate with diverse groups involved in energy and climate change; understand the respective work of NGOs, government agencies, and private industries; skills in preparing briefing materials, presentations, funding proposals, and progress reports; high degree of computer literacy.
• Analytical skills – critical thinking, problem-solving
• Others – ability to work under pressure and also out-of normal office hours

Preference will be given to candidates with experience in renewable energy, legislative work, and/ or international organisation working in the fields of climate change and renewable energy. Woman candidates are strongly encouraged to apply.

Tenure: 2 years, extendable.

Compensation: Gross total: up to Rs. 8 lakh per annum (all inclusive).
