Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat is supporting the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.

The Sustainable Development Mechanisms (SDM) Programme supports the implementation of the Kyoto mechanisms, the Clean Development Mechanism (CDM) and Joint implementation (JI). The Process Management unit coordinates the implementation of work programmes of constituted bodies and their panels and working groups and SDM inputs to, and support of, intergovernmtal bodies. The DNA Support and Regional Distribution team supports the secretariat’s involvement in the area of regional distribution and support to Designated National Authorities and Designated Focal Points.

Responsibilities

Under the direct supervision of the SDM Process Management Unit Manager and the general guidance of the Director, SDM, the incumbent takes lead on issues relating to the promotion of CDM activities in different regions worldwide with the aim to improve the geographical distribution of CDM project activities and capacity building.

a. Provide strategic direction and expertise on the implementation of regional distribution of CDM project activities by:

• Playing a coordinating role among partner agencies and other relevant stakeholders on the implementation of the Nairobi Framework;
• Organizing and preparing a variety of analytical reports and background papers on regional distribution issues;
• Supporting the Executive Board discussions and deliberations in the area of Regional Distribution of CDM project activities; monitoring the status of the implementation of decisions and coordinating follow-up actions;
• Coordinating the preparation of all MoU and inter-agencies agreements, liaising with the legal affairs team and host partners, and keeping the EB and CDM Management informed on initiatives related to regional distribution operations;
• Initiating and coordinating capacity building activities;
• Responsible for the content management and dissemination of information on the area of expertise through the CDM Bazaar, a Web-based facility developed in cooperation with UNEP, which serves as a platform for exchange of information on Clean Development Mechanism (CDM) project opportunities.

b. Develop strategies for the management of CDM relations with other organizations and advise
and assist the sub-programme to establish, maintain, and expand dialogues and cooperation with Parties, Observers, other UN agencies, international financing institutions, foundations, NGOs and the private sector, in particular:

• Identify, analyze and review emerging CDM strategy issues relating to regional distribution matters and advise the managers on how to address them, in particular related to the development of secretariat procedures relating to eventual new financial mechanisms;
• Prepare background information for meetings with CDM partners, participate in meetings with Parties and other partners and draft minutes when necessary;
• Formulate papers and design presentations, summarizing CDM business strategies and principles, for use by the managers, for meetings, conferences, seminars and other meetings involving CDM business partners;
• Assist the sub-programme to liaise with CDM business partners on matters related to the effective implementation of CDM, projects and policies;
• Participate in events and make presentation on secretariat activities in this area.

c. Coordinate the planning and implementation of the DNA Forum meetings in cooperation with Parties, the relevant units in the secretariat and outside partners by:

• Leading negotiations with Parties and UN agencies on DNA related matters and briefing the CDM Executive Board and the COP/MOP and recommending necessary actions;
• Providing substantive support to the intersessional work of the DNA Forum which includes analysing political issues identified by the Forum, coordinating unsolicited input to the Forum, preparation of background papers and other materials to facilitate the discussion in various fora on the issue of regional distribution of CDM project activities and capacity building that may also serve as inputs to develop strategic plans and work programmes;
• Coordinating the preparation of the DNA Forum meeting agendas by liaising with the DNA Forum Committee;
• Promoting relations between the CDM units, the secretariat and the DNA Forum by complementing the efforts of their participation in the meetings;

d. Performs other duties as required.

Requirements

• Advanced university degree (Masters or equivalent) in economics, political sciences, management, or other relevant discipline. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced degree.

• At least seven (7) years of directly related experience, including management experience. Experience at the national or international level in capacity building would be an asset. Experience in the area of flexible mechanisms and working experience in developing countries would be an asset.

• Fluency in written and oral English. Working knowledge of another UN language is an asset.
