Project/Proposal Summary:
The Iraq Primary Health Care Project will provide support to the Iraqi Ministry of Health to achieve its strategic goal for better quality primary health care services by strengthening the primary health care delivery system in Iraq. This is a four year initiative expected to begin in September/October 2010.

Position Summary:
The Community Medicine Expert is responsible for direction and analysis of medical treatment service effectiveness for the Iraq Primary Health Care Project. The Community Medicine Expert is responsible for understanding the medical needs of communities and ensuring that clinics are providing high quality medical treatment in response to those needs. The position will be a full-time for a period of four years, during the entire duration of the project. The Community Medicine Expert will report to the Health Systems Management Director.

Responsibilities:
• Develop a system of analysis to assess community medical needs working closely with the Local Health Committees (LHCs) for 360 clinics across the country as part of the Iraq Primary Health Care Project;
• Develop and oversee analysis of medical treatments at clinics and their effectiveness through client follow-up;
• Ensure that medical treatments at the clinic level respond effectively to community needs and are state of the art and practical;
• Work with the MoH, provincial leaders and clinic staff to build their knowledge of planning and management for community-based medicine;
• Work closely with project staff to provide on-going feedback on community-level medical needs and that these needs are built-into all health service delivery activities.

Qualifications:
• 10 plus years leading community-based medical systems;
• MPH or M.D. preferred;
• Knowledge of the Iraqi medical system;
• Previous experience working on a USAID public health project a plus;
• The ability to travel throughout Iraq for spot-checks and training activities;
• Fluency in Arabic and English preferred.
