Several Positions at Management Sciences for Health (MSH)

MSH is seeking candidates for an upcoming program in Swaziland that will focus on HIV & AIDS prevention, including PMTCT and biomedical prevention. Preference will be given to applicants with relevant experience in Swaziland. All positions are subject to project award.

CHIEF OF PARTY

MSH seeks a Chief of Party (COP) for an anticipated program in Swaziland to be responsible for the planning, management, and implementation for the anticipated program. The COP provides strategic leadership, ensuring that the Project has a vision for success, and deploys all resources – financial, technical, and human - in support of these strategies and plans. S/he will liaise with the Contracts Officer Technical Representative (COTR) as well as with counterparts from government and other implementing partners, agencies, and organizations to coordinate activities and will act as the official point-of-contact for the program. Master’s Degree is required in public health management, public administration or related discipline, plus ten years of experience in public health in developing and/or transitional countries. We seek a COP with at least eight years of demonstrated success as a country/project director in a public health and/or international development project, preferably in Swaziland or Southern Africa.

DEPUTY CHIEF OF PARTY

MSH seeks a Deputy Chief of Party (DCOP) for an anticipated program in Swaziland to work in close collaboration with the COP and serve as a key member of the program management team. S/he will oversee the day-to-day implementation of program activities. The Deputy COP will participate in the determination of partner scopes of work and the negotiation of performance indicators and targets to assure that expectations and required results are fully understood. Master’s Degree is desired in public health management, public administration or related discipline, plus eight years of experience in public health in developing and/or transitional countries. We seek a Deputy COP with at least three years of demonstrated success in a management position in a public health and/or international development project, preferably in Swaziland or Southern Africa.

SENIOR TECHNICAL ADVISOR

MSH seeks a Senior Technical Advisor for an anticipated program in Swaziland to provide technical support and oversight in the implementation of program activities. Technical areas/functions include HIV & AIDS prevention, with a focus on PMTCT and biomedical prevention. He/she will develop a vision and plan for technical development and advancement, quality assurance and performance management to ensure responsiveness to the changing demands in the country. A professional advanced degree in public health or a related field is required, plus 10 years of experience in public health in developing and/or transitional countries. We seek a Senior Technical Advisor with five years experience in a technical advisory position with a public health and/or international development project with demonstrated knowledge, skills, and/or experiences the areas listed above. Previous Swaziland or Southern Africa experience preferred.

DIRECTOR OF FINANCE & ADMINISTRATION

The Director of Finance & Administration (F&A) provides backstopping and support to ensure the timely and effective implementation of program’s activities in Swaziland. The Director of F&A performs standard accounting, budgeting, and reporting duties in accordance with generally accepted accounting principles and grant requirements, and MSH policy, as well as overseeing the quality of office administrative functions. S/he serves as a financial management resource to programmatic and operational staff. The Director of F&A monitors transactions through the effective use of the review and approval process to ensure propriety with USAID and MSH regulations. With the Chief of Party, s/he monitors compliance with all internal and donor financial and administrative requirements. The administrative duties of this position will include overseeing security, travel and transportation, IT and communication, general procurement, and the upkeep of office space and equipment. The Director of F&A safeguards the assets (financial and physical) of MSH and other donors against fraud, loss or misuse. A bachelor’s degree in business administration, organizational management, or a related field is required, plus at least five years of financial management experience of USG projects. Previous Swaziland or Southern Africa experience, a plus.

MONITORING & EVALUATION SPECIALIST

MSH seeks a Monitoring & Evaluation Specialist to provide technical assistance and build capacity within the project to coordinate and enhance the monitoring and evaluation activities related to HIV & AIDS prevention, including PMTCT and biomedical prevention activities in Swaziland. Masters level in Public Health, Epidemiology, Sociology or related field desired, plus at least four years experience in health care delivery or programming, and significant experience in Monitoring and Evaluation of health care programs. Experience working in Swaziland, Southern Africa or with national governments in similar resource-limited settings.
