Position Title: Public Information/Liaison Officer

Duty Station: Head Quarters, Kabul, Afghanistan
Appointment: Contract for Service provided by CTG Global
Contract duration: 6 months, with a possibility of extension

Program Background

The Afghan Civilian Assistance Program (ACAP) implemented by International Organization for Migration (IOM) with funding from USAID seeks to ensure that the needs of Afghan families and communities that have been adversely affected by military operations against the Taliban and other insurgents are adequately addressed, and that reparation, as appropriate, is provided.

On behalf of IOM Afghanistan, CTG Global seeks to recruit a qualified candidate to undertake the following roles and responsibilities:

Roles and Responsibilities

Under the overall supervision of the Chief of Mission and the direct supervision of the Afghan Civilian Assistance Program (ACAP) Program Manager, the incumbent will support the daily management and implementation of the ACAP Program. This program seeks to ensure that the needs of Afghan families and communities that have been adversely affected as a result of the military operations against the Taliban and insurgents are adequately addressed, and reparation, as appropriate, is provided. In particular, the Public Information / Liaison Officer will undertake the following roles and responsibilities:

1. Maintain good working relationships and liaise with project counterparts, especially the USAID FPOs and PRT, ISAF and CF personnel
2. Have a detailed knowledge of ongoing projects and incidents, especially high profile incidents
3. Have a detailed knowledge of all ACAP implementation procedures
4. Provide regular briefings at the PRT and Task Force level
5. Have a willingness to travel to high risk areas
6. Coordinate information dissemination activities and advocate for, the program among key stakeholders
7. Prepare the ACAP weekly update newsletter for USAID
8. Prepare the ACAP update for local authorities
9. Write success stories
10. Collaborate with the IOM Public Information Officer
11. Liaise with the USAID Development Outreach Coordinator
12. Collaborate in preparing for regular meetings with USAID
13. Collaborate in the response to ad hoc requests for information as well as frequent and regular reporting to USAID
14. Provide administrative support to ACAP management when necessary
15. Such other duties as may be assigned.


Education and experience required

• University degree in Communication/Journalism or alternatively, combination of related education and professional experience. A minimum of three years of experience working in international development and implementation, preferably related to post-conflict issues.
• Experience of working on a provincial level in Afghanistan is an advantage.

Technical Competencies required

• Ability to follow and implement administrative and financial control procedures.
• Knowledge of program planning and implementation.
• Advance knowledge of all Microsoft Windows programs; (Word, Access, Excel, PowerPoint, Outlook and FrontPage)

Personal/Interpersonal Skills required

• Stamina, determination, commitment, efficiency and adaptability
• Excellent communication and negotiation skills
• Understanding of complex socio-political environments, especially of post-conflict situations.
• Sensitivity toward other cultures.
• Ability to work under difficult conditions while maintaining security awareness.

Working Conditions

• Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from varied cultures and professional backgrounds. Willingness to travel in high risk areas is essential.

Languages

• Spoken and written English fluency is essential. Working knowledge of Dari and/or Pashtu an advantage.
