JOB DESCRIPTION

1. General information:
Post title: UN-INSTRAW Comunications and Reporting Consultant
Type of appointment: Consultancy
Duration: 7 months initially, with possibility of extension
Date required: 1 May 2010
Duty station: Dominican Republic

2. Supervision:
Direct/general supervision will be provided by UN-INSTRAW Senior Management.
Content and methodology of the supervision: The consultant will present periodic reports to the
supervisors on the activities undertaken. In addition, periodic meetings will be held with the supervisors
in order to assess progress and performance. Due guidance will also be provided during the preparation of
the draft reports.

3. Duties, responsibilities and output expectations:
As stated in UN-INSTRAW’s Strategic Frameworks (2004-2007 and 2008-2011), one of the Institute’s
main strategic areas of work is knowledge management to support the achievement of gender equality and
women’s empowerment. One of the most fundamental aspects of knowledge management is Knowledge
Transfer, or “the process through which one group is affected by the experience of another,” of which
Communication is a central component.
UN-INSTRAW’s knowledge management is linked to the Institute’s research and training activities in a
continuous cycle of analysis, learning and action, so that research results feed into communication and the
design of training and capacity-building programmes, as well as the formulation of policy. In turn,
communication and training provide the Institute with new and emerging areas of research as identified
by various stakeholders.
Communication – in particular raising the Institute’s visibility – was identified as a central component of
UN-INSTRAW’s revitalization and strengthening, and has been repeatedly stressed as a priority by the
UN-INSTRAW Executive Board. Over the last six years, the Institute’s media incidence and visibility
have increased significantly, but there remains a need to continue working with UN, international and
special-interest media in order to distribute UN-INSTRAW’s work to as wide an audience as possible,
and involve multiple stakeholders in the development of participatory research, knowledge management
and capacity-building programmes.
The incumbent will be responsible for:
 Developing press packaging for and publicizing specific UNINSTRAW, publications and other
materials, including research and institutional reports, training manuals, Website features, etc.;
 Publicity for conferences and other events at which UN-INSTRAW is an organizer or lead
participant, as well as the UN-INSTRAW presence at other noteworthy events;
 supporting the Management and updating of the Media Centre section of the UN-INSTRAW
Website, including selecting and publishing new news items on a weekly basis; conducting
interviews, where possible on a monthly basis, of notable personalities, academics or political
officials; preparing specific materials for the media (info kits, FAQs, press releases, public
statements, fact sheets on UN-INSTRAW areas of work, etc.); developing other interactive
elements (quizzes, polls, Q&A, chat rooms, mini-surveys to better identify visitors’ profile/needs,
guest book, etc);
 Consolidating/updating media directories for both local and international media representatives,
maintaining a good working relationship with them and establishing alliances with international
networks and journalists’ organizations addressing gender/development issues;
 Monitoring and evaluation of UN-INSTRAW’s appearances in print/electronic/radio and other
relevant media;
 The incumbent will also assist UN-INSTRAW Senior Management with the required periodic
reporting to the Executive Board, the Economic and Social Council, the General Assembly, the
Security Council, the Commission on the Status of Women, and other relevant bodies, through:
(a) regularly compiling and organizing information on UN-INSTRAW activities, progress and
concrete results in order to maintain an updated and accurate record of the Institute’s work; (b)
periodically preparing progress reports, work plans, strategy papers and other specific documents
as requested by the Executive Board of UN-INTRAW, which meets in New York at least once a
year; (c) servicing the meetings of the UN-INSTRAW Executive Board, including organizing and
preparing documentation, taking notes and preparing final reports; (d) periodically preparing
progress reports to the Commission on the Status of Women (CSW), the Economic and Social
Council (ECOSOC), the General Assembly and other relevant bodies as required; (e) compiling
information and drafting of UN-INSTRAW’s Annual Report and other relevant institutional
documents; (f) preparing and reviewing presentations for the Director and other senior staff’s
participation in conferences, meetings and other events, as required on topics to be determined;
and (g) drafting responses to queries, questionnaires and other requests for information on UNINSTRAW’s
work from UNHQ in New York and other sources.

4. Qualifications and Experience
Education: Advanced university degree in Communications or Social Sciences or related fields (Master’s
level) or a combination of academic and professional experience in development studies, gender studies,
communications or other related topics.
Languages: Excellent writing and editing skills in English and Spanish are essential. Proficiency in
French would be a significant asset.
Work experience: At least three years of demonstrable experience with written communication, on
gender/development issues in English and Spanish is essential. Familiarity with the UN System would be
a significant asset.
Successful candidates will possess the following competencies: Professionalism - Ability to manage
research processes, maintain accurate records, interpret/analyze a wide variety of data, and present
summaries of information as required. Commitment - to achieving the goal of gender equality and
empowerment of women by ensuring the inclusion of relevant aspects in to every activity. Planning and
Organizing – Demonstrates effective organizational skills and ability to handle work in an efficient and
timely manner. Able to work under pressure and meet tight deadlines. Technological Awareness – Fully
proficient in various office and other IT applications. Teamwork – Good interpersonal skills, ability to
work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Communication – Ability to write in a clear and concise manner and to effectively communicate both
orally and in writing.

5. Payment
A monthly fee will be paid falling within the range of 2,800 to 3,500 USD w depending on the
profile and experience of the selected candidate.

7. Background Information
UN-INSTRAW is a United Nations entity mandated to develop research and training programmes that
contribute to the empowerment of women and the achievement of gender equality worldwide. Through
alliance building with UN Member States, international organizations, academia, civil society, the private
sector and other actors, UN-INSTRAW:
 Undertakes action-oriented research from a gender perspective that has a concrete impact on policies,
programmes and projects;
 Creates synergies for knowledge management and information exchange;
 Strengthens the capacities of key stakeholders to integrate gender perspectives in policies,
programmes and projects; and
 Builds a sustainable, transparent and efficient institution

UN-INSTRAW is governed by an Executive Board composed of ten Member States. These Member States are elected by the Economic and Social Council (ECOSOC) of the United Nations for a three-year
term. They may be reelected for one further term. The Director of the Institute, the Under-Secretary-General for Economic and Social Affairs, a representative of the Host Country, Dominican Republic, and
a representative of each of the regional commissions of the ECOSOC serve as ex-officio members of the Board.
