Senior Program Associate for Laboratory Services at Management Sciences for Health

OVERALL RESPONSIBILITIES

Work with a team of public health professionals to strengthen laboratory systems and services in developing countries, particularly in Asia to support HIV/AIDS, TB, malaria, maternal and child health and commodity management programs. He/she participates in conducting assessments, and in the design, training, implementation, monitoring and evaluation of laboratory and point-of-care diagnostic services and systems, both in the public and private sectors.


SPECIFIC RESPONSIBILITIES


1. Provide high quality technical assistance to MSH projects to facilitate the diagnosis, treatment and monitoring of major public health diseases, particularly HIV/AIDS, tuberculosis and malaria. This will include the assessment, planning, monitoring and supervision of laboratory systems and services in Asia and other selected developing countries.

2. Assist MSH country offices to obtain optimal staffing of local laboratory positions and to periodically reassess needs and capabilities.

3. Work with MSH colleagues and other partners to adapt and implement tools and approaches to improve the leadership and management capacity and to monitor and evaluate performance.

4. Develop, manage and participate in needs-based laboratory capacity building programs and trainer-of trainer programs in developing countries.

5. Provide technical assistance for the compilation/preparation of appropriate reference materials describing relevant laboratory practices, including accepted norms, standard operating procedures, guidelines for materials and equipment needed to support relevant treatment levels.

6. Contribute to new business development in MSH through proposal writing and identification of new activities or expansion of ongoing projects related to laboratory services.

7. Maintain expertise in clinical laboratory practices and innovative equipment.

8. Perform other duties as assigned.




QUALIFICATIONS

1. Bachelor of Science Degree, plus a higher degree in biomedical science, microbiology or relevant related field, essential.

2. Understanding and working knowledge of HIV/AIDS prevention, care and treatment, TB/HIV, TB DOTS, PMDT and malaria control programs in developing countries, essential.

3. At least 5 years’ working experience managing clinical or public health laboratories in a minimum of two developing countries, other than the candidate’s home country. Experience in Asia preferred.

4. Knowledge and experience of the leadership, policy, managerial, financial and human resource requirements for ensuring the operation and sustainability of national laboratory services in developing countries.

5. Familiarity with and experience of providing technical assistance to laboratories supporting the diagnosis, treatment and monitoring of HIV/AIDS, tuberculosis, malaria and maternal and child health in developing countries. Experience working with USAID, CDC, WHO, GFATM and other key agencies, an added advantage.

6. Knowledge and recent experience in laboratory equipment and commodity management, including new technologies, with particular reference to that required for scale-up of ART programs and for TB diagnosis and PMDT in developing countries.

7. Familiarity and experience of local and national laboratory quality assurance and accreditation systems in developing countries.

8. Knowledge of and experience in laboratory capacity building, monitoring and supervision in developing countries.

9. Strong analytical and verbal communication skills. Excellent written and spoken communications skills in English are required. Additional competence in French, Spanish and/or Portuguese an added advantage.

10. Strong skills in using word processing, spreadsheet, database and presentation software (Microsoft Office applications preferred). Experience using web-based applications (email, browsing, and literature retrieval).

11. Self-directed learner with the ability to work independently and as part of a team.

12. Strong interpersonal skills – ability to interact professionally with culturally diverse colleagues, partners and clients.

13. Willingness and availability to undertake extensive overseas travel up to 30% time.
