Planning and Development (P&D) is the department within Creative that is responsible for coordinating all aspects of proposal development, including tracking bidding opportunities and forward planning for proposals, facilitating bid decisions, convening teams to draft proposals, reviewing technical drafts, recruiting potential staff, ensuring that proposal budgets are prepared, and editing and preparing final proposals for submission. P&D is also responsible for managing annual business planning and contributing to longer term strategic planning.

Position Summary

The Senior Associate is a leadership position within P&D and is expected to serve as a role model and sounding board for less experienced staff and provide management support to the P&D Manager. The Senior Associate manages preparatory efforts for proposals, including developing partnerships and clients. S/he will be involved in tracking procurement opportunities, researching and preparing proposals. S/he leads all aspects of the proposal development process, ensuring quality, timeliness of proposals. The Senior Associate will work with P&D and program staff on gathering and drafting project descriptions and other information for marketing, proposal development, and knowledge management purposes. The Senior Associate also works closely with technical divisions to support the development of new lines of business and pursuit of strategic opportunities.

Reporting and Supervision

Reports to and is supervised by the Manager of Planning and Development.


Primary Responsibilities

• Conducts competitive analysis, participates in reconnaissance trips, and contributes to the development of bidding strategies.
• Participates in both annual and ad-hoc reviews of USAID websites, Congressional Presentations and other documents to obtain business information and procurement leads.
• Leads business development efforts - manages all aspects of proposal preparation and submission, ensuring overall proposal quality and responsiveness to RFPs.
• May serve as a writer for proposal sections.
• Identifies resources necessary for proposals, including identification and contracting of external consultants.
• Serves as company monitor for consultant contracts and receives deliverables.
• Tracks proposal preparation expenses against B&P budgets.
• Manages relationships with contract subcontractors/partners. Works closely with technical divisions on partnering decisions and negotiates teaming agreements.
• Reviews and edits final proposals and prepares them for submission.
• Convenes post proposal debriefing meetings to discuss processes and other issues.
• Mentors and trains new P&D and program staff in the proposal development process.

Required Skills & Qualifications

• Minimum five years of proposal development experience for USAID solicitations and other USG agencies.
• Six to ten years of work experience in the international development field. Experience in international education, civil society and governance, political transitions/ stabilization programming preferred. Field-based experience desirable.
• MA in international relations, development, or a related field.
• Demonstrated expertise and experience in writing and analyzing proposal sections, including past performance, corporate capabilities, management plans, and budgets.
• Excellent technical skills in writing, editing, formatting, research, negotiation, and verbal communications.
• Strong knowledge of the competitive market within Creative’s technical areas.
• In-depth knowledge of use of MS software including Outlook, Excel, Word, PowerPoint, and SharePoint.
• Commitment to international development and to values-drive work environment.
• Second language desirable.
