JOB OUTLINE

Based in: Delhi

Futures Group Europe (London) and its consortium partners seek a seasoned Team Leader to direct an anticipated, multi-million Euro programme of technical assistance to India’s Ministry of Health and Family Welfare (MoHFW) and other government institutions in support of the national Reproductive and Child Health (RCH) Programme II. Although the dates of this significant European Commission (EC) assignment have yet to be confirmed, it will likely start in early 2011.

The objectives of India’s RCH Programme II are to address the unmet need for contraception, improve the healthcare infrastructure by providing an integrated service delivery of basic RCH, and develop a strong cadre of RCH personnel. The national RCH programme has a particular focus on states facing major socio-demographic challenges.
In support of these wider objectives, the EC’s Sector Policy Support Programme/National Rural Health Mission/Reproductive and Child Health Programme II will:

• strengthen the organisational development of the MoHFW and National Health Resource Centre;
• support the National Institute of Health and Family Welfare to function along the lines of its statutory mission; and
• build state capacity in Reproductive and Child service delivery by aiding the reorganisation of the PHC service delivery infrastructure and strengthening State Directorates for improved general and financial management capacity.

The Team Leader (EC Category I) will head up the Futures Group Europe Consortium; lead a team of reproductive and child and health systems strengthening specialists; represent the programme and lead stakeholder and client liaison; ensure the successful management, quality assurance and delivery of all technical result areas; and oversee the successful management and delivery of the contract in compliance with the requirements of the client, the government of India and Futures Group Europe.
