Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.

The Sustainable Development Mechanisms (SDM) Programme supports the implementation of the Kyoto mechanisms, the Clean Development Mechanism (CDM) and Joint implementation (JI). The Strategy and Policy Development Unit supports the development of current and future market-based mechanisms, including through supporting intergovernmental negotiations and interactions with other national and regional developments related to emissions trading and offset mechanisms.

Responsibilities
Reporting directly to the Director of the Sustainable Development Mechanisms programme, the Manager, Strategy and Policy Development monitors, analyses and reports on carbon market activities and policies where the Secretariat’s relevant provisions are concerned; coordinates the implementation of existing SDM policies, as well as the development of revised strategies in order to strengthen the role of market-based mechanisms; pro-actively interprets and responds to market and policy developments.
She/he analyses and interprets market and policy developments to form the basis for the decision-making processes in SDM, the Secretariat, and Regulatory Bodies. In particular, the incumbent:

1. Provides on-going analysis and policy direction and guidance to the UNFCCC Secretariat, Regulatory Bodies, intergovernmental bodies and stakeholder officials on the carbon market, the development of market-based mechanisms and the intergovernmental negotiations for ensuring effective immediate and long-term implementation of existing mandates and policies.

2. Leads the formulation of strategies and processes to further strengthen the role and operation of market-based mechanisms in addressing climate change, as well as evaluate and respond to market conditions in current and new market-based mechanisms.

3. Advises on the planning and operational activities of the Secretariat and Regulatory Bodies by evaluating policy and business developments so as to ensure that future activities, and the development of appropriate policy instruments, are anticipated; identifies and monitors the implementation of respective changes to ensure that they meet shifting conditions and mandates.

4. Oversees the design and implementation of strategic planning and monitoring initiatives within SDM and the coordination of related communications and processes.

5. Manages the resources of the unit, planning and prioritising work, supervising and guiding teams, and administrative responsibilities.

Requirements

· Advanced university degree in Economics, Political Science, International Relations, Environmental Law or Environmental Sciences. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced degree.

· At least 10 years relevant experience in development and analysis of political, policy and/or legal issues and instruments related to project-based mechanisms and emissions trading systems. At least three years in an international environment.

· Ability to analyse and Synthesize business and industrial development trends and transform these into relevant policies and commonly agreed objectives that direct the work plan at SDM; network and communicate with a diverse set of stake holders in order to shape and guide decision making; create and maintain appropriate systems for strategic analysis and related internal communication.

· Fluency in English with excellent drafting skills. Knowledge of another UN language an asset.
