General Functions:
Under the overall supervision of the Regional Representative and the direct supervision of the
Head of Emergency and Stabilization Programming and in coordination/consultation with the
Organization's Community Stabilization Unit as well as the donor, the successful candidate will
be responsible for the planning, coordination, execution, monitoring, and overall management of
the Pakistan Transition Initiative (PTI).
In particular, he/she will:
1. Be responsible for making key decisions and solving problems in short timeframes while
ensuring operational and programmatic integrity. Conceptualize and design programme
strategies and resource allocation among several offices, stakeholders and sub-regions in the
province.
2. Manage, oversee, and report on progress and quality of performance of implementing
partners within the framework of a dynamic and flexible small grants programme.
3. Assume responsibility for the overall management of the in-country relationship with the
donor and actively participate as a key member in the Senior Management Team.
4. Oversee government and community consultative processes and grant implementation
activities in close consultation with the donor country representative, within the strategic
framework of the programme.
5. Act as focal point for programme security management in all areas of operation including
coordination with UN Department of Safety and Security (UNDSS) in coordination with Field
Security Officer, private and government security forces. In general, be responsible for the
safety/security of individuals implementing the programme, ensuring that appropriate security

information is disseminated and that relevant safety and security training is conducted in
coordination with the IOM's security focal point and in coordination with IOM's staff Security Unit
(SSU).
6. Supervise the different programme departments including field teams, logistics,
administration, M&E, and security and ensure that all departments are smoothly coordinating
together toward achieving the programme objectives while ensuring that programme
procedures, methodologies and tools are developed in a coordinated fashion with the donor and
contribute toward those objectives.
7. Be responsible for representing and promoting the programme with the Government of
Pakistan in coordination with the donor, and under the direction of the Head of Emergency and
Stabilization Programming of Pakistan.
8. Assume overall responsibility for tracking programme expenditures on the programme
against the approved budget. Ensure, in coordination with the relevant Islamabad departments,
HQs and others the timely submission of financial reports for the donor. Ensure compliance
with the donor's contractual requirements of the programme.
9. Ensure that narrative reports to the donor and members of the Senior Management Team
are submitted on a regular basis. This is done on a weekly, monthly, quarterly, and ad-hoc
basis. Provide regular updates, correspondence and coordination with the Community
Stabilization Unit, in support of donor coordination arrangements as required.
10. Develop and create measurements regarding strategic goals and objectives of the
programme and assess programme's ability to achieve said goals.
11. Supervise, in-country expatriate and local staff dedicated to the programme; assist in the
identification of new or additional in-country expatriate and local staff, adjusting programme
direction and staffing plans to meet overall programme activities. Supervise all international and
national IOM PTI staff within the programme.
12. Perform such other duties as may be assigned.
Desirable Qualifications:
Education and Experience
a) Advanced University degree in Management, Development Studies, or a related field; b)
eight years professional experience; or an equivalent combination of related education,
technical competencies, personal qualities and professional experience; c) at least five years
of operational experience in a post-conflict area with a focus on community-based recovery,
transitional and development programming; d) demonstrated experience working closely with
donor representatives in programme implementation in other countries; e) significant
experience in managing sub-contracts, bidding and tendering processes, and project
implementation experience required; f) experience in the implementation of programming
within insecure environments to include the management of staff, including detailed knowledge
of UN security protocols; g) background in participatory approach methods; h) at least
three years of experience in Pakistan strongly preferred.

analysis on a wide range of factors, requirements, policies and priorities for the assessment and

of complex socio-political environment, especially post conflict situations; e) effective
resource management and mobilization skills; f) demonstrated ability to insert oneself into an

ongoing programme with experienced staff; g) ability to deal with counterparts at both the
lowest and highest political, social and economic level; h) drive for results, personal
commitment, and adaptability in the workplace; i) ability to work long hours under difficult
conditions while maintaining security procedures and overall awareness; j) ability to engender
group involvement and participation and to lead teams effectively in order to achieve the desired
goals; k) ability to work effectively and harmoniously with colleagues from varied cultures and
professional backgrounds; sensitivity towards other cultures and dedication to the promotion of
inter-ethnic cooperation and tolerance; l) good level of computer literacy, including database
applications.
Languages
Fluency in English, both written and spoken, including the ability to draft in that language.
Working knowledge of regional languages desirable.

1. The tenure of contract of staff members holding a regular contract will remain unchanged.
